US Embassy sez: “New Long Term Residency Requirements: Japan recently modified its Immigration Control and Refugee Recognition Act. The law now requires that long-term residents provide satisfactory evidence that they do not have a criminal record in their home country when renewing their resident card. To obtain such proof, U.S. citizens with long-term resident status in Japan need to contact the Federal Bureau of Investigation (FBI) and provide it with a copy of their fingerprints. To request such service, please follow the guidance listed here. For more details about the Japanese requirements, check with the nearest immigration office in Japan.”

In August 2007, the PM Cabinet released the results of its survey on the awareness of human rights in Japan. Done every 4 years, it demonstrated that more people believe that NJ deserve the same human rights as other humans in Japan (thanks, I guess)–up after a declilne in 1999 and 2003. However, given the vague, leading, and misleading questions, the survey is most enlightening when viewed in regards to just how clueless even our government professionals are about the portrayal and promotion of human rights in Japan.

Got hit by a car while riding my bike, had surprisingly good experience with police. After all the scorn I heap on the NPA, I thought I’d give praise where it’s due.
During one of my recent speech tours, I was told by a Nikkei Brazilian student (I will call her Maria) that her sister (call her Nicola) had been victimized by a Japanese high school’s rules. According to Maria, Nicola had been forced by her school to dye her hair weekly because it was not as dark as her peers’. Maria said she herself escaped the Hair Police (she looks more phenotypically “Japanese” than her sister), but Nicola was told to darken and even straighten hers. Although graduated from the high school, Nicola still has not only mental trauma from the ordeal, but also damaged hair which to this day has not recovered. This is a little ditty about my recent 768 cycle around Kyushu during Golden Week 2007. Complete with maps and photos, have a gander if you want to see marathon cycling in all weather.
In all, 13 men and women, ranging in age from their early 50s to mid-70s, were arrested and indicted. Six buckled and confessed to an elaborate scheme of buying votes with liquor, cash and catered parties. One man died during the trial — from the stress, the others said — and another tried to kill himself. But all were acquitted this year in a local district court, which found that their confessions had been entirely fabricated. The presiding judge said the defendants had “made confessions in despair while going through marathon questioning.” The Japanese authorities have long relied on confessions to take suspects to court, instead of building cases based on solid evidence. Human rights groups have criticized the practice for leading to abuses of due process and convictions of innocent people.

The future of electronic surveillance of NJ first came to light on April 21, 2006, during questioning at the House of Representatives Committee on Judicial Affairs in the Japanese National Diet. Hosaka Nobuto of the Japan Social Democratic Party, a former journalist active in educational issues and one of the leaders in the fight against wiretapping laws in Japan, launched a barrage of questions at government officials over revelations that a contract for a new biometric immigration system had been awarded to Accenture Japan Ltd. The questions Hosaka put to the government on April 21st were undoubtedly some of the most important of his career, and yet, now nearly a year later, the story that he fought hard to publicize has barely made a ripple in the Japanese media, and remains virtually unknown to the outside world. Running for a seat in the Osaka prefectural assembly election Sunday, he is the first candidate of foreign origin who has run in a local or national election on a campaign to represent the interests of an ethnic group, according to the Korean Residents’ Union in Japan (Mindan). Asano criticized the incumbent, Shintaro Ishihara, for his repeated discriminatory remarks against people of different nationalities, particularly Chinese and Koreans. “It’s a big problem that the governor of Tokyo pointed the finger at specific nationalities and (suggested) the majority of them are criminals,” said Asano, a former Miyagi governor. “Many foreign nationals live in Tokyo because they love Japan. They also pay taxes here, and we shouldn’t ignore that,” he said. “What will be important is to come up with ways in which we can provide opportunities for them to make full use of their strength for Tokyo and Japan.”

After receiving more than 10 complaints, Family Mart took a closer look at the magazine. “When we read it, we found some expressions to be discriminatory and decided to stop selling the book,” said the spokesman, who spoke on condition oanonymity. On Feb. 5, the firm ordered all its 6,800 outlets nationwide to remove the
magazine from the shelves and shipped them back to Eichi. It said that of the 15,000 copies in stock — of the 20,000 to 30,000 that had been printed — 1,000 were sold.
Dear Family Mart Management:
I have always enjoyed being a customer of yours. However, I am gravely disappointed that you have decided to stock and sell a magazine entitled GAIJIN HANZAI URA FAIRU, which in my view offers discriminatory statements and images about non-Japanese residents of Japan.
Please remove this magazine from your shelves immediately and return them to the publisher. Please take care not to sell magazines of this type ever again in your stores.
Until you do, I will not shop in your store, and will tell my friends overseas and nationwide to boycott your stores. Non-Japanese are important customers too, and in this competitive market it will be no trouble for us to take our business elsewhere.

I visited Sapporo’s very friendly Immigration Bureau (Nyuukoku Kanrikyoku) yesterday to find out more about the Questionnaire (shitumonsho) for people marrying Japanese and applying for the appropriate visa. I talked to the Inspection Division (shinsa bumon) for about an hour regarding the requirements for certain types of visas based upon conjugal status. A fascinating discussion ensued about how Japan is trying to suss out fake international marriages.

Osaka High Court ruled that the “Juki Net” residence registration network infringes on people’s constitutional right to privacy if they oppose the system. Great. Now how about Gaijin Cards? What the plaintiffs probably fear happening to them happens on a daily basis to foreigners in this country, who are also covered by the constitution. UPDATE–The judge who ruled on this case committed suicide days later.
