Excerpts and critique of the Japanese Govt’s “Third, Fourth, Fifth, and Sixth Combined Periodic Report” to UN HRC

I last reported on this issue here last August 30, when the Japan Times covered it. Long-time readers may find the following guffaw-worthy, from it’s very title: “The third, fourth, fifth and sixth combined periodic report” to the United Nations Human Rights Council — indicating just how late the GOJ is filing a report, on what it’s doing towards the promotion of human rights in Japan, that is actually due every two years.

Then get a load of the bunkum the GOJ reports with a straight face. Most glaring lapse of logic: If the GOJ had taken “every conceivable measure” as it claims in its introduction, that would naturally include a law against racial discrimination, wouldn’t it? Like South Korea did in 2007. But no. And look what happens as a result. Excerpts and critique of the GOJ UN report follow. Dig through it, and you’ll find self-evident weaknesses and contradictory claims throughout.

AP article proffers cultural reasons for keeping Internet denizens anonymous

Here’s an article about a subject I hold a bit dear: a valuable source of information and even social movement being subverted into a source of bullying and character assassination.

At the heart of it is the denial of a fundamental right granted in developed fora such as courtrooms and (until now) the court of public opinion: the right to know who your accuser is. But by allowing near-absolute online anonymity, it makes the arena for discussion, fight, or whatever you want to call the interaction, unfair — when people become targeted by irresponsible anons who can say what they want with complete impunity. I’ve faced that firsthand these past three months just dealing with the snakepit that is a Wikipedia Talk Page.

In the article below, we’re having justifications for it being dressed up on the guise of “Japanese culture” and increased communication “without worrying about whoever’s talking”. That’s all very well until you’re the one being talked about. That issue is very much underdeveloped in the article about Mixi et al. below, even though it applies to Japan (and to other online societies, such as the one connected to the recent celebrity suicide in Korea) as well. Knock off the silly argument that infers that “Japanese are naturally shy so they need a cloaking device in order to speak freely”. That’s precisely the argument that BBS 2-Channel’s Nishimura makes as he promotes his own impunity.

The “Rogues’ Gallery”, an archive of “Japanese Only” exclusionary establishments spreading nationwide across Japan, has now been updated for the season.

Added have been Tokyo Akihabara (shop), Minami-Asabu (ballet school), Kabukichou (nightlife), Tsukiji (seafood restaurant), and Ishikawa (a newspaper subscription outlet for the Hokkoku Shinbun — yes, a Japanese newspaper outlet refusing NJ subscribers).

IHT/NYT: As its work force ages, Japan needs and fears Chinese labor

NYT: “The foreign trainee system was established in the mid-1990s [sic], in theory to transfer technical expertise to young foreigners who would then apply the knowledge at home. After one year of training, the foreigners are allowed to work for two more years in their area of expertise. But the reality is that the foreign trainees — now numbering about 100,000 — have become a source of cheap labor. They are paid less than the local minimum wage during the first year, and little emphasis is placed on teaching them technical skills. Advocates for the foreign workers have reported abuses, unpaid wages and restrictions on their movements at many job sites. Nakamura, the Liberal Democratic politician, said the foreign trainee system was “shameful,” but added that if it were dismantled, businesses would not be able to find Japanese replacements.”

Hi Blog. One more article on how the Internet has turned nasty: The campaign by anonymous posters to get rid of the English translation service of Japan’s weekly magazines, the Mainichi Shinbun Waiwai column, has been effective. Instead of standing up to anonymous hotheads making death threats, and suppressing the free speech they hold so sacrosanct, they talk about Japan’s image being besmirched internationally (when the information comes from Japanese sources in the first place). By suppressing this media outlet, all they are achieving is keeping the debate domestic and covering up the issues the Weeklies are bringing to the fore. However disgusting the topics the Weeklies can bring up are, the contents are the Weeklies’ responsibility, not the Mainichi’s and not editor Ryann Connell’s. Attack the Weeklies for their contents, not the people who merely translate them.

I find this form of bullying disgusting, and the Mainichi’s caving in appallingly irresponsible. When are people going to learn that this is not a fair fight, and ignore people who won’t make themselves public in the media and open themselves up to the same scrutiny they demand other media? You have the right to know your accuser. Those who won’t reveal their identity should be justly ignored themselves.

NYT: “But many Tokyoites grumbled that the guide gave high ratings to unremarkable restaurants, prompting wide speculation that the large number of stars was just a marketing ploy. “Anybody who knows restaurants in Tokyo knows that these stars are ridiculous,” said Toru Kenjo, president of Gentosha publishing house, whose men’s fashion magazine, Goethe, published a lengthy critique of the Tokyo guide last month. “Michelin has debased its brand. It won’t sell as well here in the future.” One chef, Toshiya Kadowaki, said his nouveau Japonais dishes, including a French-inspired rice with truffles, did not need a Gallic seal of approval. “Japanese food was created here, and only Japanese know it,” Mr. Kadowaki said in an interview. “How can a bunch of foreigners show up and tell us what is good or bad?”

“Japanese Only” sign in Tsukiji Fish Market

Here’s a sign I received a couple of weeks ago (sans address) from a friend in the Kansai. “JAPANESE PeoPle ONLY” outside a Tsukiji restaurant, along with a litany (in Japanese) of what kind of food appreciation they expect from their customers. How urusai. Problem is, by just flat-out refusing NJ customers, the restaurant wound up insinuating that NJ cannot have this degree of food appreciation, or can follow the rules. My putting this sign up without calling the restaurant to confirm (heck, I didn’t know where it was, and asked for help) caused ruction in the blogosphere, when posters accused me of “covering up” information because I didn’t translate the Japanese on the sign (as if Japanese is some kind of secret code). They also somehow reasoned that the rules in Japanese somehow mitigated the blanket exclusion of NJ indicated in English (culture, foreigners are guests, yada yada yada). They tracked down the restaurant (ironically refusing to divulge its whereabouts to Debito.org, speaking of cover-ups), and wound up, they say, getting the sign down. Anyway, bravo. Let’s hope they’re this active towards the next exclusionary sign…

Yomiuri et al: 71% of NJ tourists come for Japan’s food, yet 35% of J don’t want NJ tourism increase

Eating Japanese food is the most commonly stated reason for visiting Japan among overseas tourists, according to a recent survey. Within character have the Yomiuri talk less about the deterrents to entry (fingerprinting and treatment like criminals and terrorists) and accentuate the positives (food, natch). Update indicates that Japan is the 30th most popular nation to travel to, although it’s 8.3 million tourists nationwide in 2007 is even less than New York City’s tourism alone. No wonder–35% of the public surveyed in 2003 don’t want tourists due to fears of foreign crime.

Christian Science Monitor: “Japanese youth help compatriots embrace diversity”

Christian Science Monitor: “Certainly, the self-image of a homogeneous society remains strong. But some say that perception is incorrect. The official count of registered foreign residents is 2 percent of the nation’s total population of 128 million; but that represents an increase of 47 percent in the past 10 years and excludes many non-Japanese residents. While Japan has witnessed more international marriages – 21,000 children are born to these couples every year – its census figures do not show ethnicity. Moreover, the number of registered foreigners does not include naturalized citizens, indigenous people, or those who overstay their visas, argues Debito Arudou, a US-born social activist who became a naturalized Japanese citizen in 2000.”

Here’s something weird. A newspaper refusing a NJ a subscription (paid in advance), even though reps from the paper came to his door and sold him a contract! What are they afraid of, that the foreigner might be able to read? It’s not the threat of nonpayment, or cultural misunderstandings, or anything that could be stretchably plausable in any other situation I’ve ever encountered. Warm-fuzzy article from the Washington Post: “Hamamatsu was a natural magnet for the newcomers because its many factories offered entry-level employment and required virtually no language skills. Officials here like to brag that their community became the most “international” of Japan’s cities. About 30,000 of its residents, or 4 percent, are foreign-born. That’s almost twice the proportion of foreign-born residents in Japan as a whole. (About 13 percent of the U.S. population is foreign-born.) Most newcomers are from Brazil and Peru. They are offspring of Japanese who immigrated to South America in the early 1900s to work in coffee fields and take other jobs…”

Mr Feldman of Morgan Stanley Japan: “Immigrants are now really welcome… I see a very large number of Japanese people very much welcoming young, eager, aggressive people who want to come to Japan and make their lives there. We have now between 400,000 and 450,000 foreign-born workers in Japan. That’s not a huge number. But most of these are very young people, a huge number are from China… And quite interestingly, until a couple of years ago, there was a lot of talk in the media in Japan about crime coming in with these foreign workers. You see almost no discussion of that anymore. I think the immigrant groups have proven themselves to be very hardworking, very good citizens, and that’s helping the image of immigration.” Er, really?

Mainichi: Pregnant NJ woman rejected by 5 hospitals 7 times, in 2006!

Mainichi: A foreign woman seeking medical help in Japan after giving birth at home was rejected by five hospitals where officials said her Japanese wasn’t good enough and they didn’t have proper facilities, authorities said Thursday. The incident happened in August 2006, but was reported in Japan only after a similar thing recently happened to a Japanese too.

Asahi on wanted criminal suspect Alberto Fujimori Diet candicacy: “[W]e are surprised at the news that a former president of a foreign country will run for the Upper House election. Former Peruvian President Alberto Fujimori, 68, decided to run as a proportional representation candidate of Kokumin Shinto (People’s New Party) for the July 29 election… But we definitely do not think [they have given] a good enough reason for anointing him as the party’s Upper House candidate….” Cyberspace commentary on what his case means for dual nationality in Japan also blogged.

Terrie’s Take on Tourism to Japan 2006

The bureaucrats had a field day telling the Japanese public how they had this great plan, but then the reality was that they allocated a trifling amount, we heard a budget of just JPY350m, for marketing and chose Dentsu over a number of better qualified foreign firms to conduct the campaign. As a result, most of the Yokoso campaign has been little more than local ads, in Japanese! Compare the piffling JPY350m with Hawaii’s tourism marketing budget of US$38m (JPY4.5bn) a year, and you start to realize that the Japanese government has no idea how to go about the task of increasing visitor numbers.Despite the government’s cheapskate efforts to focus marketing on countries they think tourists should come from: mainly the USA, UK, and other western nations, the number of visitors has in fact surprisingly been rising — but from countries receiving very little attention (with the possible exception of Korea) — Japan’s nearest neighbors.

WSJ on Imported NJ workers on J farms and factories

After failing to recruit young Japanese workers, the Akehama citrus farmers decided to try foreign workers, following the example of farmers in a nearby town. They recently set up their own recruiting agency to bring over new trainees. Most come from Benguet, a province in northern Luzon in the Philippines, where farms are struggling to compete with imports of Chinese vegetables. Akehama currently hosts eight trainees — two Vietnamese women and six Filipinos. Shipbuilding companies in a nearby town also employ some Filipino trainees. “American farmers use Mexican workers to run their farms,” says Mr. Katayama. “So we said, why couldn’t we Japanese farmers use foreigners too?”

REPORT: Immigrant children and Japan’s Hair Police

During one of my recent speech tours, I was told by a Nikkei Brazilian student (I will call her Maria) that her sister (call her Nicola) had been victimized by a Japanese high school’s rules. According to Maria, Nicola had been forced by her school to dye her hair weekly because it was not as dark as her peers’. Maria said she herself escaped the Hair Police (she looks more phenotypically “Japanese” than her sister), but Nicola was told to darken and even straighten hers. Although graduated from the high school, Nicola still has not only mental trauma from the ordeal, but also damaged hair which to this day has not recovered. An example of how Japan’s cookie-cutter educational rules are doing a disservice to Japan’s imminent internationalization…

Abe denies existence of “Comfort Women”, overseas media and US Congress react, Abe backpedals, then clams up. Media pounces

Now the Western media has their peg to unzip the Abe Adminstration’s overt right-wing historical revisionist bent. Newsweek did a puff piece on Abe’s wife (comparing her to Jackie O) not too long ago, sigh. Now Abe undoes her image control with these revelations. NYT and Time Magazine aritcles follow. Remember that Abe tried this on NHK in 2001 before he was PM, forcing NHK to re-edit a historical piece involving the Comfort Women some years ago. J Times Sources included, as well as an update showing Abe backpedalling and containing links to statements before the US Congress on this issue. Go Mike Honda, go! More updates include March 7 Kyodo article as the GOJ continues to make a hash of the issue, and NYT interviews victims March 8. Then Abe blames the media for misconstruing him and clams up. NYT editorial and Kouno Statement of 1993 included. As well as lots more media debate and academic analysis.

J Times Dec 7 06: UNHCR “Japan cannot stop immigration”, Kyodo same day: Lawsuit argues “unreasonable to prohibit dual-income immigrant families” (updated)

Japan Times reports UNHCR’s Antonio Guterres visit to Japan, where he says that as more people migrate worldwide, Japan will not be able to stop immigration. He added his concern with how people are treated once they get here. Kyodo News article same day gives good example, with a man from Myanmar facing deportation after being caught working full time as a dependent on his wife’s visa filed a lawsuit Wednesday
seeking to stay. He argues it is unreasonable to prohibit immigrant families from having a dual income.
