JT/Kyodo on foreign crime *decrease*, yet Mainichi focusses on increase

Kyodo/Japan Times reports that despite all the punditry about the foreign crime rise, that foreign crime has actually gone DOWN. Nevertheless, the Mainichi reports (in the J version, at least) on the bits that have gone up (while cleaning it up for the E version). Foreigners can’t seem to avoid a bum rap in the J media.

Record 2.73 million NJ residents in Japan in 2018; media also shoehorns in mention of NJ crime, without mention of NJ contributions

Mainichi: A record 2,731,093 foreigners were registered living in Japan at the end of 2018, up 6.6 percent from a year earlier, bolstered by a rising number of students and technical trainees, the Justice Ministry said Friday. The government is expecting a further rise in foreign residents under a new visa system to be implemented next month with the aim of attracting more foreign workers amid a severe shortage of labor in the country.

COMMENT: After a dip a few years ago, the population of NJ continues to rise, now reaching a new record, according to the Mainichi and the Yomiuri below.  This will probably continue, since, as I have noted in previous writings (see #1 here too), the Japanese Government is actively seeking to bring in NJ to fill perpetual labor shortages.  But as noted, it won’t be treated as an “immigration policy”, meaning these people won’t be officially encouraged to stay.  Nor will they be treated with the respect they deserve (as usual) for their valuable contributions to society.  As submitter JK notes, “Of course these reports aren’t complete without the obligatory linkage between ‘foreign’ and ‘crime’ (i.e. illegal overstayers).”  

When will the GOJ decide to give us some stats on how much NJ, as workers, contribute to the bottom line by keeping companies staffed and in business?  Or by paying taxes?  Other countries manage to come up with these kinds of figures, so why can’t Japan?  Well, because that would encourage regular folk to have justifications for seeing NJ as human beings, and wanting them to stay for reasons beyond facile curiosity/exploitation. Can’t have that!

Kyodo: NJ crime down once again, but NPA spin says NJ crime gangs “increasingly” targeting Japan, whines about difficulty in statistically measuring NJ crime

Kyodo reports the semiannual NPA NJ crime propaganda campaign, claiming once again some kind of “increase”. Before, we had decreases in crime depicted as an increase, depending on what crime you looked at or what language the article was in. Now it’s the NPA, in the face of a 40% admitted drop in “NJ criminals rounded up” since 2004, giving the spin of doubting its own statistics. What’s next, saying NJ are more likely to commit crime because of their criminal DNA? (Actually, Tokyo Gov Ishihara beat them to that nearly a decade ago.)

Note how on the bottom of page two, they give a definition that the “gaikokujin” they’re referring to do not mean those here with PR status, the Zainichi, the US military, or “those with unclear Statuses of Residence” (what, refugees? certainly not visa overstayers). Okay. Pity the media doesn’t mention that. Nor is it mentioned that although this report is supposed to deal with “international crime”, it is just titled “Rainichi Gaikokujin Hanzai no Kenkyo Joukyou” (lit. The Situation of Cases of Crimes by Foreigners Coming to Japan). I guess just talking about garden-variety crime by NJ (back in the day when it was allegedly going up) isn’t convenient anymore. You have to narrow the focus to find the crime and shoot the fish in the proverbial barrel — it gets the headlines that attribute crime to nationality, even somehow allows you to doubt your own statistics. Moreover enables you to claim a budget to “establish a system in which investigators across the nation would be able to work in an integrated manner to counter crimes committed by foreigners” (as opposed to an integrated manner to counter crimes in general).

Let’s see what the NPA spin is next time. Fascinatingly bad science.

FCCJ No.1 Shimbun: “Nothing has changed”, my article on J media blind spots towards NJ residents over the past quarter century

No.1 Shimbun: In the quarter century I have been examining the treatment of foreigners in both the English and vernacular media, I have seen little improvement. In fact, in many ways it’s gotten worse. The foreign element has been increasingly portrayed as the subterfuge that will undermine Japanese society. To crib from a famous book title, Japan has become not only the “system that soured,” but also the “media that soured.”

When I first got here in the mid-1980s, at the start of Japan’s bubble era, non-Japanese (NJ) were seen as quirky “misunderstood outsiders,” treated with bemusement for their inability to understand “Japan’s unique culture.” NJ were here to help Japan learn English and internationalize itself into its hard-earned echelon as a rich country in the international community. After all, Japan had just surpassed the per-capita gross domestic product of its mentor – the United States – so the media was preparing the public for Japan’s new role as oriental ambassador to the West…

The next phase, which has essentially continued to the present day, overtly began on April 9, 2000, when recently elected archconservative Tokyo Gov. Shintaro Ishihara made his famous “Sangokujin” speech. He claimed that some NJ were “repeatedly committing heinous crimes,” and called for the Self-Defense Forces to round up NJ in the event of a natural disaster as they would (unprecedentedly) riot. Even in light of the Tohoku disasters, where this has been proven as utterly false, there has been no amendment or retraction. But this speech emboldened Japan’s reactionaries (particularly its police, fortified by its new internal “Policymaking Committee Against Internationalization”) to see rampant NJ bashing as politically viable…

In sum, the “blind spot” of Japanese media is that hardly any of it treats NJ as actual residents, with needs, concerns, and a stake in Japan. Local media do give spots on how NJ community events are faring, with the occasional update on social problems facing stricken foreign families. But that generally happens in areas with “high” concentrations of registered NJ residents (around 10% of total local population, achieved in increasingly fewer places as the NJ population drops). Rarely does NJ community news leak into more national arenas (unless, of course, it concerns foreign crime). Hardly anywhere in the Japanese-language media is a constant “voice” or venue granted to NJ regulars to offer an alternative viewpoint of life in Japan. (Please note, and this is not meant as a criticism, but tarento regulars like Dave Spector are first and foremost entertainers, rarely spokespeople for minorities, and foreign tarento have in fact visibly declined in number compared to their bubble era heyday.) Thus, unabashed bashing of NJ in the Japanese media goes unanswered without check or balance.

Have things improved since March 11?…
