Robert Whiting on “Slaughter in Saitama adds to list of foreigners murdered in Japan, shines light on social issue”, on the Bishop Family Murder Case, an underreported event in 2022 that I consider to be a hate crime

Whiting: Tokyo was stunned in late December by the news of the brutal killing of longtime Japan resident William Bishop, a 69-year-old U.S. national, his 68-year-old wife Izumi Morita, and their daughter Sophianna Megumi Morita, 32. All three were found dead outside their residence in Hanno, Saitama, with multiple wounds early Christmas morning.

Later that day, prefectural police arrested the Bishops’ neighbor, a 40-year-old Japanese man named Jun Saito, at his residence around the corner believing he had bludgeoned the Bishop family to death with what was believed to be a hammer. Saito had barricaded himself in an upstairs room, and the police had to force their way in to apprehend him. […]

Although all the facts are not yet in, the suspect appears to be part of a troubled generation suffering from mental disorders, who dropped out of school and work in droves in the ’80s and ’90s, when Japan’s economic bubble burst, Japanese firms retrenched and downsized, and jobs were not readily available. The Japanese government has identified over half a million of these, so-called hikikomori, social recluses, who live at home, passing their time on the Internet — the rise of which has contributed to their continuing isolation, remaining economically dependent on their parents, who, in turn, do not know what they can do to help their offspring find their footing outside of the household and try to hide what they view as an embarrassing situation. Hikikomori have failed to develop necessary social skills and are unable to adjust in a society that is very structured and sensitive to social stigma, one which fails to provide for social resources and professional treatment for mental illness, primarily because parents are too ashamed to seek it for their offspring. […]

Murder is rare in Japan compared to other countries. Social civility and strict hierarchical codes of conduct are often cited as reasons for the low incidence of violent crimes in Japan. However, Japanese assaults on foreigners are not new in in the long history of Japan’s relations with the West. […] The most prominent such incident was the murder was of British citizen Charles Lennox Richardson in 1862…

My SNA VM column 51: “Being thankful despite adversity” (Nov 27, 2023), a think piece on how people survive terrible lives because the basic unit of survival is being part of a pair. And if you’re not in one in Japan, life is especially difficult.

Excerpt: Life is full of big emotions, many of them caused by you, others the product of your being in the wrong place at the wrong time, and some are just the cards you were dealt from birth and environment.

We can put that down to bad luck or some godforsaken ordeal. Or we can rationalize about things that don’t kill you making you stronger, adversity building character, etc.

But I don’t believe in ordeals anymore. I’m 58. My character is pretty much built. Moreover I’ve seen, through elders turned bitter in their old age, that too much adversity just makes you mean.

So as I approach my sixties, one of my life projects is understanding the science and practice of happiness. Interim conclusion: I choose to be happy. To me that means being thankful for the people who carry you through the inevitable tribulations of life while you do the same for them.

The life hack is having another person — at least one — who wishes you well, has your best interests in mind, and is there to see what you see, reminding you that you’re not the only one going through all this.

There is some science here. A book called “Escape from Camp 14” describes a survivor’s account of escaping a North Korean concentration camp. It offered the following life lesson…

MOJ Bureau of Human Rights Survey of NJ Residents and discrimination (J&E full text)

Submitter XY: I have recently read on debito.org about that human rights survey the ministry of justice is conducting right now, and today I got the survey documents in Japanese and English. In your blog you ask for scans of these documents to check the nature of this survey. Here they are (downloadable PDFs):

Debito: Debito.org has focused on the GOJ’s biased surveys regarding human rights and NJ in the past, and found the science to be very bad. This poor science has even been found in surveys of NJ residents at the national (here, here, and here) and local levels (Tokyo and Urayasu, for example). It’s amazing how quickly common human decency and equal treatment evaporates from Japan’s social science just as soon as “foreigners” are brought into the equation.

So that’s why I approached these new surveys for “Foreigners Living in Japan” (as opposed to “Non-Citizen Residents of Japan”) from the Ministry of Justice Human of Human Rights (BOHR), Center for Human Rights Education and Training, with some trepidation. Especially given the BOHR’s longstanding record of unhelpfulness and abdication of responsibility (see also book “Embedded Racism”, pp. 224-231). But let’s take a look at it and assess. Here is a sampling of pages from the English version in jpg format (the full text in Japanese and English is at the above pdf links).

Conclusion: In terms of a survey, this is an earnest attempt to get an official handle on the shape and scope of discriminatory activities in Japan, and even mentions the establishment of anti-discrimination laws as an option. Good. It also includes the first real national-level question about discrimination in housing in Japan, which hitherto has never been surveyed beyond the local level. I will be very interested to see the results.

That said, the survey still has the shortcoming of the GOJ not accepting any culpability for discrimination as created and promoted by officials, including Japan’s police forces, laws, law enforcement, or legislative or judicial processes. It still seems to want to portray discrimination as something that misinformed or malicious individuals do toward “foreigners”, without getting to the root of the problem: That the real issue is racial discrimination embedded within Japan’s very identity as a nation-state (as I uncover and outline in book “Embedded Racism”). Here’s hoping that research helps inform their next survey (as my research informed the Cabinet’s previously biased survey questions back in 2012).

BBC, Yomiuri etc.: LDP now pushing revisionistic, jingoistic and militaristic agenda from above and below, with “Return of Sovereignty Day”, booths at Niconico Douga geek festival

You have to hand it to zealots in political power for their singlemindedness and clarity of message. The extreme-right leaders of the LDP are pursuing their agenda with messianistic fervor from both above and below, opening booths and putting in Prime Ministerial appearances at online geek festivals, and even enlisting the Emperor to push an overtly-politicized agenda of historical revisionism.

BBC: Japan has for the first time marked the anniversary of the end of the allied occupation, which followed its defeat in World War II. Prime Minister Shinzo Abe said the “restoration of sovereignty day” would give Japan hope for the future and help it become “strong and resolute”. The event is seen as part of Mr Abe’s nationalist campaign. He is also pushing for a revision of Japan’s pacifist constitution to ease tight restrictions on the armed forces… “I want to make this a day when we can renew our sense of hope and determination for the future,” the 58-year-old said in front of officials gathered in Tokyo. “We have a responsibility to make Japan a strong and resolute country that others across the world can rely on,” he said.

Yomiuri: Also behind the government’s decision to sponsor the ceremony is the perceived threat to the nation’s sovereignty, as well as Prime Minister Shinzo Abe’s pursuit of constitutional revision, observers said. Takeshi Noda, chairman of the LDP Research Commission on the Tax System… He believes it is necessary to give the people an opportunity to ponder why the nation lost its sovereignty by considering as a set the April 28 anniversary of the restoration of independence and the Aug. 15 anniversary of Japan’s surrender in World War II, the day the nation announced its acceptance of the Potsdam Declaration. He calls the Aug. 15 anniversary “the day of humiliation for losing [the nation’s] sovereignty.”… Abe … delivered a video message, saying: “[The nation’s] failure to thoroughly review the Occupation period right after sovereignty was restored has left serious problems. The next [task for us] is [to revise] the Constitution.”

Yomiuri then suddenly opines: Yet the nation’s territory and sovereign power have been threatened daily. China’s maritime surveillance ships have repeatedly intruded into Japanese territorial waters near the Senkaku Islands in Okinawa Prefecture. Meanwhile, the Takeshima islands have been illegally occupied by South Korea, and Russia has been intensifying its effective control over the northern territories off Hokkaido. The current situation, in which the nation’s sovereignty is in unprecedented danger, also appears to have fueled Abe’s desire to hold the latest ceremony.

Comment: An even bigger surprise was that PM Abe found the time to put in an appearance at a local geek festival, sponsored by Internet snakepit of bullies and right-winger refuge 2-Channel’s corporate body, Niconico Douga a few days ago! Submitter JJS comments: “Wanted to point your attention to this as it seems like one of those things that will be passed up, glossed over, or completely go unseen by most people. I guess NicoNico video held some type of ‘Big Conference’ called 「ニコニコ超会議2」. It appears at first to be some gathering for tech-heads and geek culture of all kinds. But scroll down a bit to the section 自衛隊や在日米軍、各政党も参加 and you’ll see that Abe came to participate…essentially campaigning at the event. Nico Nico played a big role in one of the debates he proposed be put online, live. But to outright be campaigning at this event seems out of the norm and certainly a bending of the rules. Even more disturbing is the show of military hardware with tie-ins to cute “moe” characters, etc. There is something rotten in Nagatacho and it all seems to be going ‘according to plan.'”

Quite. The zealots leading the LDP have melded nationalism, militarism, and naked political ambition. Something wicked is not only this way coming, it is already here. If the LDP gets its way and converts this tone of agenda into real public policy, Japan is heading for remilitarization all over again

Japan Times JUST BE CAUSE column May 1, 2012, “Yes, I can use chopsticks: the everyday ‘microaggressions’ that grind us down”

JBC: Microagressions, particularly those of a racialized nature, are, according to Dr. Derald Wing Sue in Psychology Today (Oct. 5, 2010), “the brief and everyday slights, insults, indignities, and denigrating messages sent to (visible minorities) by well-intentioned (members of an ethnic majority in a society) who are unaware of the hidden messages being communicated.”

They include, in Japan’s case, verbal cues (such as “You speak such good Japanese!” — after saying only a sentence or two — or “How long will you be in Japan?” regardless of whether a non-Japanese (NJ) might have lived the preponderance of their life here), nonverbal cues (people espying NJ and clutching their purse more tightly, or leaving the only empty train seat next to them), or environmental cues (media caricatures of NJ with exaggerated noses or excessive skin coloration, McDonald’s “Mr. James” mascot (JBC, Sept. 1, 2009)).

Usually these are unconscious acts grounded in established discourses of interactions. Nobody “means” to make you feel alienated, different, out of place, or stereotyped.

But microaggressions are also subtle societal self-enforcement mechanisms to put people “in their place.” For NJ, that “place” is usually the submissive status of “visitor” or “guest,” with the Japanese questioner assuming the dominant position of “host” or “cultural representative of all Japan.”

It’s a powerful analytical tool. Now we have a word to describe why it gets discomfiting when people keep asking if you can use chopsticks (the assumption being that manual dexterity is linked to phenotype), or if you can eat nattō (same with taste buds), or if you’ll be going “home” soon (meaning Japan is just a temporary stop in your life and you don’t belong here). It can even help you realize why it’s so difficult for the NJ long-termer to become a senpai in the workplace (since NJ subordination is so constant and renewed in daily interaction that it becomes normalized).

Now let’s consider microaggression’s effects. Dr. Sue’s research suggests that subtle “microinsults and microinvalidations are potentially more harmful (than overt, conscious acts of racism) because of their invisibility, which puts (visible minorities) in a psychological bind.”

M.G. “Bucky” Sheftall academic paper on “Shattered Gods” and the dying mythology of “Japaneseness”

What follows (and will take us up through the weekend) is an academic paper that changed my world view about Japan earlier this year. Written by friend M.G. “Bucky” Sheftall, and presented at the Association of Asian Studies annual convention in Honolulu, Hawaii, on April 3, 2011, it talks about how Japan’s culture is dysfunctional and, put more metaphysically, unable to fill the need of a people to “deny death”. This will on the surface be difficult to wrap one’s head around, so read on, open the mind wide, and take it all in. Reprinted here with permission of the author and revised specially for Debito.org. Concentrate. It’s like a dense episode of the X-Files. And it will raise fundamental questions in your mind about whether it’s worth one’s lifetime doing service to and learning about a dying system, which is ascriptive and exclusionary in nature, yet essentially serving nobody.

Sheftall: In a single paragraph of brutal candor, Richie verbalized a certain metaphysical malaise in the Japanese condition that I had been vaguely aware of since arriving in the country in 1987. Outside of the jeremiads and diatribes of right-wing pundits, this metaphysical malaise (or lacuna, as I have referred to it above) is generally kept politely hidden – like an embarrassing family secret jealously protected – although I had caught many glimpses and snippets of it here and there during my long years in Japan, most often and vividly in the sake-lubricated lamentations of older Japanese men (especially those old enough to remember life when the Meiji cosmology was still vibrant and functional). Moreover, it explained the grievously conflicted belief systems (i.e., torn between lingering loyalty to the Meiji cosmology vs. necessary adjustments to the undeniable realities of the postwar present) I had observed to more or less of a degree among virtually all of the Japanese war veteran subjects of my ethnographic project. My subjects had gradually revealed their lingering emotional turmoil over the collapse of the Meiji cosmology to me over our months and years of acquaintance with displays ranging from self-deprecating humor and passive resignation on some occasions, to painful and unrestrained expressions of profound grief, humiliation, and snarling hinekuri resentment on others. But it was not until I encountered Richie’s passage – which is worth quoting at length here – that I could really grasp the “pathology”, if you will, of this “metaphysical malaise”:

Richie: “In the decades following the war Japan has vastly improved in all ways but one. No substitute has ever been discovered for the certainty that this people enjoyed until the summer of 1945…Japan suffered a trauma that might be compared to that of the individual believer who suddenly finds himself an atheist. Japan lost its god, and the hole left by a vanished deity remains. The loss was not the emperor, a deity suddenly lost through his precipitate humanization. It was, however, everything for which he and his whole ordered, pre-war empire had stood. It was certainty itself that was lost. And this is something that the new post-war world could not replace”(120-121).

Japan Times JUST BE CAUSE column: “Charisma Men, unite against the identity enforcers”

There is one aspect of the “Charisma Man” phenomenon that is little talked about: what I will call “Immigrant vs. Identity Police.” Let’s take Charisma Man’s side in this column, and suggest why he too might have been given a bum rap.

Charisma Man is initially a tragic figure. He’s stuck in a dead-end job “back home” and derided for being a dud. His predicament might be his fault (due to a lack of education or motivation) or might not be (due to a lack of economic opportunity in his neighborhood). But either way, he’s depicted as a loser.

So he comes to Japan and is again stuck in a dead-end job. But this time he winds up being a “winner” in some respects. He is finally getting something always denied: a modicum of respect. Earned or not, respect can be transformational in a person’s development. Charisma Man remakes his identity.

However, then come the Identity Police, be it the reader or the (rather offensive stereotype of) Western Woman. They’re trying to force Charisma Man back to the predestination of failure. That’s unfortunate…

Summer Tangent: DailyFinance.com on Japan’s generation-long economic stagnation leading to a lost generation of youth

Daily Finance.com: What happens to a generation of young people when:

They are told to work hard and go to college, yet after graduating they find few permanent job opportunities?
Many of the jobs that are available are part-time, temporary or contract labor?
These insecure jobs pay one-third of what their fathers earned?
The low pay makes living at home the only viable option?
Poor economic conditions persist for 10, 15 and 20 years in a row?

For an answer, turn to Japan. The world’s second-largest economy has stagnated in just this fashion for almost 20 years, and the consequences for the “lost generations” that have come of age in the “lost decades” have been dire. In many ways, Japan’s social conventions are fraying under the relentless pressure of an economy in seemingly permanent decline.

While the world sees Japan as the home of consumer technology juggernauts such as Sony and Toshiba and high-tech “bullet trains” (shinkansen), beneath the bright lights of Tokyo and the evident wealth generated by decades of hard work and Japan Inc.’s massive global export machine lies a different reality: increasing poverty and decreasing opportunity for the nation’s youth.

Suddenly, It’s Haves and Have Nots

The gap between extremes of income at the top and bottom of society — measured by the Gini coefficient — has been growing in Japan for years. To the surprise of many outsiders, once-egalitarian Japan is becoming a nation of haves and have-nots.

The media in Japan have popularized the phrase “kakusa shakai,” literally meaning “gap society.” As the elite slice prospers and younger workers are increasingly marginalized, the media has focused on the shrinking middle class. For example, a best-selling book offers tips on how to get by on an annual income of less than 3 million yen ($34,800). Two million yen ($23,000) has become the de-facto poverty line for millions of Japanese, especially outside high-cost Tokyo.

More than one-third of the workforce is part-time as companies have shed the famed Japanese lifetime employment system, nudged along by government legislation that abolished restrictions on flexible hiring a few years ago. Temp agencies have expanded to fill the need for contract jobs as permanent job opportunities have dwindled.

Newsweek column: “Toyota and the End of Japan”

Newsweek’s Devin Stewart: Japan was morbidly fascinated by the spectacle of Toyota president Akio Toyoda apologizing to the U.S. Congress for the deadly defects that led to the recall of 10 million of its cars worldwide. The appearance of the “de facto captain of this nation’s manufacturing industry,” as Japan’s largest newspaper referred to Toyoda, seemed to symbolize a new bottom for a nation in decline. Once feared and admired in the West, Japan has stumbled for decades through a series of lackluster leaders and dashed hopes of revival. This year, Japan will be overtaken by China as the world’s second-largest economy. Through it all, though, Japan could cling to one vestige of its former prestige: Toyota—the global gold standard for manufacturing quality.

And now this. Toyota is getting lampooned all over the world in cartoons about runaway cars. Japan’s reputation for manufacturing excellence, nurtured for half a century, is now in question. Shielded by the U.S. defense umbrella after World War II, Japan focused its energy and money on building up only one aspect of national power: quality manufacturing. A foreign policy commensurate with Japan’s economic strength was subordinated to industrial policies aimed at creating the world’s best export factories. No matter how quickly Chinese and South Korean rivals grew, Japan could argue that its key competitive advantage was the quality of its brands. “Toyota was a symbol of recovery during our long recession,” says Ryo Sahashi, a public-policy expert at the University of Tokyo. Now Toyota’s trouble “has damaged confidence in Japanese business models and the economy at a time when China is surpassing us.”…
