The Internal Affairs and Communications Ministry will develop a system to show Japanese TV programs with subtitles in foreign languages, including English and Chinese, to provide a more comfortable viewing experience for foreign visitors, according to sources.<\/em><\/strong><\/p>\n

In response to the increasing number of visitors from overseas, the envisaged system will be launched by 2020, the year in which the Tokyo Olympics and Paralympics will be held, the sources said.<\/em><\/strong><\/p>\n

Behind the ministry\u2019s decision were requests from foreign visitors for more foreign-language subtitles for domestic TV programs. The envisaged system will be offered for news programs related to visitors\u2019 safety and security during their stay, as well as variety shows.<\/em><\/strong><\/p>\n

A TV station broadcasts a program in the original Japanese, then the contents are automatically translated by a system to produce the foreign-language subtitles. Finally, the subtitles are sent to TV screens via the Internet.<\/em><\/strong><\/p>\n

The ministry will form a promotional organization comprising broadcasting stations, IT firms, electronics companies, research institutes and others by the year-end. The organization is expected to begin trials in fiscal 2015.<\/em><\/strong><\/p>\n

The ministry will encourage the communications and IT industries to take part in offering translation and subtitle distribution services for the system. The promotional organization will be tasked with studying how the cost of translation services and distributing the subtitles should be covered.<\/em><\/strong><\/p>\n

KM<\/strong>: \u00a0I have a few thoughts about this:<\/em><\/p>\n

  1. It probably would be nice to have more programing with English subtitles (and subtitles in other languages) but I’m a bit surprised that such a huge adjustment to daily programing in Japan would be made on behalf of those visiting short-term for the olympics. Of course, it would be open to anyone but the article (and a similar article in Japanese) makes it sound like the olympics and the comments of short-term visitors are primary motivations for the change.<\/em><\/li>\n
  2. The article says that Japanese content will be “automatically translated by a system to produce the foreign-language subtitles.” Such subtitles might be intelligible for things like a weather forecast, but I can’t imagine them being of much use (except as something to laugh at — because of their poor quality) with variety programs.<\/em><\/li>\n
  3. Instead of making a major adjustment like this to satisfy the whims of short-term visitors, perhaps the money to make this change could be spent to improve the quality of disaster information and disaster warning systems for people who actually live here.<\/em><\/li>\n<\/ol>\n
