Last month he closed a chapter on \u201cpacifist Japan,\u201d<a href=\"http:\/\/www.japantimes.co.jp\/news\/2015\/09\/19\/national\/politics-diplomacy\/diet-enacts-security-laws-marking-japans-departure-from-pacifism-2\/\"> ramming through unpopular new security legislation that now allows Japanese military engagement in offensive maneuvers abroad<\/a>.<\/em><\/strong><\/p>\n<p><strong><em>That\u2019s it then. The circle is complete. Japan is primed to march back to its pre-World War II systems of governance.<\/em><\/strong><\/p>\n<p><strong><em>Now just to be clear: I don\u2019t think there will be another world war based on this. However, I think in a generation or two (Japan\u2019s militarists are patient \u2013 they\u2019ve already waited two generations for this comeback), a re-armed (even quietly nuclear) Japan selling weapons and saber-rattling at neighbors will be quite normalized.<\/em><\/strong><\/p>\n<p><strong><em>Alarmism? Won\u2019t Japan\u2019s affection for Article 9 forestall this? Or won\u2019t the eventual failure of Abenomics lead to the end of his administration, perhaps a resurgence of the opposition left? I say probably not. <a href=\"http:\/\/www.japantimes.co.jp\/news\/2015\/09\/08\/national\/politics-diplomacy\/unopposed-abe-reinstalled-as-ldp-chief\/\">We still have a couple more years of Prime Minister Abe himself (he regained the LDP leadership last month unopposed)<\/a>. But more importantly, he changed the laws.<\/em><\/strong><\/p>\n<p><strong><em>So this is not a temporary aberration. This is legal interpretation and precedent, and it\u2019s pretty hard to undo that (<a href=\"http:\/\/www.japantimes.co.jp\/news\/2015\/09\/25\/national\/politics-diplomacy\/dpj-ishin-no-to-discuss-common-ground-possible-joint-campaign-for-upper-house-election\/\">especially since the opposition left is even negotiating with the far-right these days<\/a>). Moreover, Japan has never had a leftist government with as much power as this precedent-setting rightist government does. And it probably never will (<a href=\"https:\/\/www.debito.org\/?p=13333\">not just because the US government would undermine it, a la the Hosokawa and Hatoyama Administrations<\/a>).<\/em><\/strong><\/p>\n<p><strong><em>But there\u2019s something deeper at work beyond the Abe aberration.
