For those who haven&#8217;t been following Japanese politics (<a href=\"https:\/\/www.debito.org\/?p=14086\" target=\"_blank\">recently it&#8217;s been a pretty dismal science<\/a>), there&#8217;s another race you might want to follow &#8212; that of the race for Tokyo Governorship on July 31, 2016. This matters, because Tokyo is 1) Japan&#8217;s largest and most cosmopolitan city, <a href=\"http:\/\/www.toukei.metro.tokyo.jp\/jsuikei\/js-index.htm\" target=\"_blank\">one of few with a still-growing population<\/a> (<a href=\"https:\/\/www.debito.org\/?p=12055\">as Japan&#8217;s countryside continues to depopulate and die<\/a>) and even significant foreign resident enclaves; 2) a world city, cited by at least one international ranking system (<a href=\"https:\/\/www.debito.org\/?p=13389\" target=\"_blank\">Monocle, incidentally partially owned by a Japanese publisher<\/a>) as <a href=\"https:\/\/en.wikipedia.org\/wiki\/World%27s_most_liveable_cities\" target=\"_blank\">the world&#8217;s &#8220;most livable city&#8221;<\/a>;\u00a0and 3) the city with the highest GDP (<a href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_cities_by_GDP\" target=\"_blank\">according to the Brookings Institution, even adjusted for PPP<\/a>) in the world &#8212; in fact, according to the IMF, <a href=\"http:\/\/statisticstimes.com\/economy\/countries-by-projected-gdp.php\" target=\"_blank\">Tokyo alone is the ninth-largest economy in the world<\/a>, larger even than Brazil, and easily over a third of Japan&#8217;s entire GDP (at 36%).<\/p>\n<p>So who gets elected governor of this capital city area\u00a0should matter to the world. \u00a0And it has, at least to the world&#8217;s third-largest economy. \u00a0Tokyo set the trend for electing far-right xenophobic governors by electing (several times) Ishihara &#8220;<a href=\"http:\/\/www.japantimes.co.jp\/news\/2014\/12\/16\/national\/politics-diplomacy\/ishihara-bows-wants-war-china-compares-hashimoto-young-hitler\/\">I wanted a war with China<\/a>&#8221; Shintaro, <a href=\"http:\/\/www.japantimes.co.jp\/community\/2007\/02\/20\/issues\/upping-the-fear-factor\/\">who legitimized a xenophobic program within Tokyo environs<\/a> to the point where <a href=\"http:\/\/www.japantimes.co.jp\/community\/2013\/07\/08\/issues\/police-foreign-crime-wave-falsehoods-fuel-racism\/\" target=\"_blank\">bullying of foreigners became normalized throughout Japan<\/a>\u00a0(see also <a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">book &#8220;Embedded Racism&#8221; Ch. 7<\/a>).\u00a0And with that, <a href=\"https:\/\/www.debito.org\/?p=13720\" target=\"_blank\">far-right hate group Zaitokukai<\/a> and similar groups became emboldened to hold anti-foreign rallies (some that advocated the &#8220;<a href=\"https:\/\/www.debito.org\/?p=11234\" target=\"_blank\">killing of all Koreans<\/a>&#8220;) <a href=\"https:\/\/www.debito.org\/?p=13776\" target=\"_blank\">on a daily basis in recent years<\/a>. \u00a0Not to mention that <a href=\"http:\/\/www.japantimes.co.jp\/community\/2013\/09\/30\/issues\/triumph-of-tokyo-olympic-bid-sends-wrong-signal-to-japans-resurgent-right\/\" target=\"_blank\">Tokyo is hosting the 2020 Olympics<\/a>. Given the degree of centralization of, well, everything that matters in Japan in Tokyo, as\u00a0Tokyo does, so does the rest of Japan.<\/p>\n<p>That&#8217;s why the Tokyo Governorship has been a controversial seat this century. \u00a0First, Governor Ishihara used it as a <a href=\"http:\/\/www.japantimes.co.jp\/community\/2012\/11\/06\/issues\/if-bully-ishihara-wants-one-last-stand-bring-it-on\/\" target=\"_blank\">bully pulpit to justify destabilizing the rest of Asia<\/a>. \u00a0Then his hand-picked successor, former Vice-Governor and investigative writer <a href=\"http:\/\/www.japantimes.co.jp\/news\/2014\/03\/28\/national\/politics-diplomacy\/inose-admits-using-tokushukai-cash-for-election-prosecutors-file-charges\/\" target=\"_blank\">Inose Naoki resigned after a payola scandal<\/a>. \u00a0His successor, TV personality and pundit <a href=\"http:\/\/www.japantimes.co.jp\/news\/2016\/06\/21\/national\/politics-diplomacy\/masuzoe-mum-final-metro-appearance-biz-trip-tab-topped-\u00a5247-million\/\" target=\"_blank\">Masuzoe Yoichi similarly\u00a0recently resigned after a payola scandal<\/a>. \u00a0Now the seat has become a referendum of the two leading parties, the waxing and right-shifting Liberal Democratic Party of PM Abe Shinzo, and the waning leftist Democratic Party still trying to recapture some momentum. \u00a0And into the breach has dived <a href=\"http:\/\/www.japantimes.co.jp\/news\/2016\/06\/29\/national\/politics-diplomacy\/former-ldp-defense-chief-koike-goes-rogue-announces-bid-tokyos-first-female-governor\/\" target=\"_blank\">LDP former cabinet member Koike Yuriko<\/a>,\u00a0who <a href=\"http:\/\/www.japantimes.co.jp\/news\/2016\/07\/18\/national\/politics-diplomacy\/poll-finds-koike-torigoe-leading-tokyo-gubernatorial-race-many-voters-undecided\/\" target=\"_blank\">may even be a favorite to win<\/a>.<\/p>\n<p>But not so fast. \u00a0<a href=\"http:\/\/www.zaitokukai.info\/modules\/piCal\/?event_id=0000000559\" target=\"_blank\">According to Zaitokukai<\/a>, Koike spoke at\u00a0their organization back\u00a0in 2010. \u00a0Koike is known as <a href=\"http:\/\/www.japantimes.co.jp\/news\/2016\/06\/29\/national\/politics-diplomacy\/former-ldp-defense-chief-koike-goes-rogue-announces-bid-tokyos-first-female-governor\/\" target=\"_blank\">a person who flip-flops between parties and positions often<\/a>, but this is a bit too far for Debito.org&#8217;s comfort. \u00a0Is this the type of person that Tokyoites want?
