This poor science has even been found in\u00a0surveys of NJ residents at the national\u00a0(<a href=\"https:\/\/www.debito.org\/?p=11213\" target=\"_blank\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=10396\" target=\"_blank\">here<\/a>,\u00a0and\u00a0<a href=\"https:\/\/www.debito.org\/?p=556\" target=\"_blank\">here<\/a>) and local levels (<a href=\"https:\/\/www.debito.org\/?p=12282\" target=\"_blank\">Tokyo<\/a> and <a href=\"https:\/\/www.debito.org\/?p=6046\" target=\"_blank\">Urayasu<\/a>, for example). It&#8217;s amazing how quickly common human decency and equal treatment evaporates from Japan&#8217;s social science just as soon as &#8220;<a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">foreigners<\/a>&#8221; are brought into the equation.<\/p>\n<p>So that&#8217;s why I approached these new surveys for &#8220;Foreigners Living in Japan&#8221; (as opposed to &#8220;Non-Citizen Residents of Japan&#8221;) from the <strong>Ministry of Justice Human of Human Rights (BOHR), Center for Human Rights Education and Training<\/strong>, with some trepidation. \u00a0Especially given the BOHR&#8217;s longstanding\u00a0<a href=\"https:\/\/www.debito.org\/policeapology.html\" target=\"_blank\">record of unhelpfulness<\/a> and <a href=\"https:\/\/www.debito.org\/japantimes110706.html\" target=\"_blank\">abdication of responsibility<\/a> (see also book &#8220;<a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">Embedded Racism<\/a>&#8220;, pp. 224-231). \u00a0But let&#8217;s take a look at it and assess. \u00a0Here is a sampling of\u00a0pages from the English version in jpg format (the full text in Japanese and English is at the above pdf links).<\/p>\n<p>First, two pages from the statement of purpose from the Cover Letter, so you get the tone:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-001.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14317\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-001-724x1024.jpg\" alt=\"Document-page-001\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-001-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-001-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-002.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14318\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-002-724x1024.jpg\" alt=\"Document-page-002\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-002-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-002-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>Next, here&#8217;s the odd very first question. \u00a0It inquires whether the foreigner being surveyed actually interacts with Japanese, or lives as a <em>hikikomori<\/em> hermit inside a terrarium. \u00a0(It&#8217;s a bit hard to envision this kind of question coming from other governments. \u00a0In a question about discrimination towards NJ, why is this the first question? \u00a0Is it a means to discount future responses with, &#8220;Well, it&#8217;s the foreigner&#8217;s own fault he&#8217;s discriminated against &#8212; he should get out more&#8221;?). \u00a0Anyway:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0061.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14320\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0061-724x1024.jpg\" alt=\"Document-page-006\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0061-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0061-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>Skipping down to the next section, we see that they get to the discrimination issues (<a href=\"https:\/\/www.debito.org\/?p=12282\" target=\"_blank\">housing first, and that&#8217;s a major one<\/a>) pretty systematically, and with the possibility of open-ended answers. \u00a0Good.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14322\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-008-724x1024.jpg\" alt=\"Document-page-008\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-008-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-008-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/p>\n<p>Same with\u00a0discrimination in employment:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0091.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14324\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0091-724x1024.jpg\" alt=\"Document-page-009\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0091-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0091-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>And then discrimination in access to services and in daily interactions:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-010.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14325\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-010-724x1024.jpg\" alt=\"Document-page-010\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-010-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-010-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>And then we get to a decent list of miscellany. \u00a0Note that there is no mention of any discrimination by officialdom, such as\u00a0<a href=\"https:\/\/www.debito.org\/whattodoif.html\" target=\"_blank\">police harassment, racial profiling, or Gaijin Card Instant Checkpoints on the street or in hotels<\/a>.\u00a0 (Naturally: \u00a0The BOHR is part of the Ministry of Justice, as are the\u00a0Japanese police forces &#8212; and <a href=\"https:\/\/www.debito.org\/?p=7781\" target=\"_blank\">their bunker mentalities are but an inevitable part of\u00a0managing Japan&#8217;s security and erstwhile &#8220;world&#8217;s safest society&#8221; against outside\u00a0threats<\/a>). \u00a0According to this list, discrimination\u00a0only seems to happen because of nasty &#8220;Japanese people&#8221; as individuals, not because of\u00a0<a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">something more systemic and embedded, such as Japan&#8217;s laws, enforcement of laws, or judiciary<\/a>.<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-011.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14326\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-011-724x1024.jpg\" alt=\"Document-page-011\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-011-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-011-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>Then we get to <a href=\"https:\/\/www.debito.org\/?p=13933\" target=\"_blank\">issues of hate speech<\/a>:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-012.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14328\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-012-724x1024.jpg\" alt=\"Document-page-012\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-012-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-012-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14329\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-013-724x1024.jpg\" alt=\"Document-page-013\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-013-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-013-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/p>\n<p>Then we get to the subject of what to do about it. \u00a0The survey starts\u00a0off with the typical boilerplate about &#8220;cultural differences&#8221; (the regular way of blaming foreigners for &#8220;being different&#8221;, thereby deserving differential treatment), but then by item 6 we get a mention of a law against preventing &#8220;discrimination against foreigners&#8221; (as opposed to <a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">racial discrimination, which is what it is<\/a>). \u00a0So at least a legislative\u00a0solution is mentioned as an option. \u00a0Good.<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0141.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-14331\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2016\/11\/Document-page-0141-724x1024.jpg\" alt=\"Document-page-014\" width=\"724\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0141-724x1024.jpg 724w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2016\/11\/Document-page-0141-212x300.jpg 212w\" sizes=\"auto, (max-width: 724px) 100vw, 724px\" \/><\/a><\/p>\n<p>The rest talks about what measures the surveyed person has\u00a0taken against discrimination using existing GOJ structures (the BOHR). \u00a0Then it concludes some background about the surveyed person&#8217;s age, nationality, visa status, home language, etc. (which is where that funny first question about &#8220;how much contact do you\u00a0have with Japanese?&#8221; should have come; putting it\u00a0first is, again, indicative.)<\/p>\n<p><strong>CONCLUSION<\/strong>: \u00a0In terms of a survey, this is an earnest attempt to get an official handle on the shape and scope of discriminatory activities in Japan, and even mentions the establishment of anti-discrimination laws as an option. \u00a0Good. \u00a0It also includes the first real national-level question\u00a0about discrimination in housing in Japan, which hitherto\u00a0has never been surveyed beyond the local level. \u00a0I will be very interested to see the results.<\/p>\n<p>That said, the survey\u00a0still has the shortcoming of the GOJ not accepting any culpability for discrimination as created and promoted by officials, including Japan&#8217;s police forces, laws, law enforcement, or legislative or judicial processes. \u00a0It still seems to want to portray discrimination as something that\u00a0misinformed or malicious individuals do toward &#8220;foreigners&#8221;, without getting to the root of the problem: \u00a0That the <a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\">real issue is racial discrimination embedded within Japan&#8217;s very identity as a nation-state (as I uncover and outline in book &#8220;Embedded Racism&#8221;<\/a>). \u00a0Here&#8217;s hoping that research helps inform their next survey (as <a href=\"https:\/\/www.debito.org\/?p=6046\" target=\"_blank\">my research informed the Cabinet&#8217;s previously biased survey questions back in 2012 (page down)<\/a>). \u00a0Dr. ARUDOU, Debito<\/p>\n<p>========================<\/p>\n<p><em>Do you like what you read on Debito.org? \u00a0Want to help keep the archive active and support Debito.org&#8217;s activities? \u00a0We are celebrating Debito.org&#8217;s 20th Anniversary in 2016, so please consider donating a little something. \u00a0<a href=\"https:\/\/www.debito.org\/?p=13748\">More details here<\/a>.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Submitter XY:  I have recently read on debito.org about that human rights survey the ministry of justice is conducting right now, and today I got the survey documents in Japanese and English. Especially given the BOHR&#8217;s longstanding record of unhelpfulness and abdication of responsibility (see also book &#8220;Embedded Racism&#8221;, pp. 224-231).  But let&#8217;s take a look at it and assess.  Here is a sampling of pages from the English version in jpg format (the full text in Japanese and English is at the above pdf links).<\/p>\n<p>Conclusion:  In terms of a survey, this is an earnest attempt to get an official handle on the shape and scope of discriminatory activities in Japan, and even mentions the establishment of anti-discrimination laws as an option.  Good.  It also includes the first real national-level question about discrimination in housing in Japan, which hitherto has never been surveyed beyond the local level.  I will be very interested to see the results.<\/p>\n<p>That said, the survey still has the shortcoming of the GOJ not accepting any culpability for discrimination as created and promoted by officials, including Japan&#8217;s police forces, laws, law enforcement, or legislative or judicial processes.  It still seems to want to portray discrimination as something that misinformed or malicious individuals do toward &#8220;foreigners&#8221;, without getting to the root of the problem:  That the real issue is racial discrimination embedded within Japan&#8217;s very identity as a nation-state (as I uncover and outline in book &#8220;Embedded Racism&#8221;).
