The Hague<br \/>\nConvention on the Civil Aspects of International Child Abduction<br \/>\nstates that children removed or retained from a signatory state by a<br \/>\nparent without the other&#8217;s permission must be returned promptly to the<br \/>\noriginal country of residence.<\/strong><\/em><\/p>\n<p><em><strong>The convention can also help parents exercise visitation rights abroad.<\/strong><\/em><\/p>\n<p><em><strong>Japan is not among the 80 signatories to the convention. When kids are<br \/>\nabducted to nonsignatory countries, it can take years to make any<br \/>\nprogress, and sometimes all efforts are in vain.<\/strong><\/em><\/p>\n<p><em><strong>Ottawa is dealing with more than 620 unresolved child-abduction and<br \/>\ncustody-related cases, Bill Crosbie, the Canadian Foreign Affairs and<br \/>\nInternational Trade Department&#8217;s deputy minister for consular<br \/>\nservices, said at the Canadian Embassy in Tokyo. Twenty-nine of them,<br \/>\nthe highest number in any one country, are in Japan, he said.<\/strong><\/em><\/p>\n<p><em><strong>The U.S. currently has 40 cases of international child abduction<br \/>\ninvolving Japan, the third-largest after Mexico and India, said<br \/>\nKathleen Ruckman, deputy director of the U.S. State Department&#8217;s<br \/>\nChildren&#8217;s Issues Office.<\/strong><\/em><\/p>\n<p><em><strong>&#8220;What the Hague Convention is about to say (is) where the decision has<br \/>\nto be made about the child&#8217;s future,&#8221; said William Duncan, deputy<br \/>\nsecretary general of the Hague Conference on Private International Law.<\/strong><\/em><\/p>\n<p>END OF STORY.<\/p>\n<p><em><strong>COMMENT<\/strong>:\u00a0 Its interesting how the US government makes the intake requirements<br \/>\nfor actual new cases to qualify as an &#8220;official&#8221; State Dept case of<br \/>\nchild abduction to a foreign country in an effort to keep the numbers<br \/>\nlow. But thank GOD that many people have met all of those criteria and<br \/>\nmaintain the official cases with the Govt&#8230;same in Canada .
