\u00a0Oh, I guess if falls under the &#8220;Anti Group-Crimes Policy Section&#8221; (<em>soshiki hanzai taisaku ka<\/em>, see very top of poster), which, according to the National Police Agency,\u00a0<a href=\"https:\/\/www.debito.org\/?p=2533\" target=\"_blank\" rel=\"noopener noreferrer\">foreigners are allegedly more likely to commit even in &#8220;group-oriented Japanese society&#8221;.<\/a> \u00a0So I guess the gaijin are somehow\u00a0also involved in Black Finance as well.<\/p>\n<p><strong>COMMENTS<\/strong>: \u00a0Well, let&#8217;s put this into context with <a href=\"https:\/\/www.debito.org\/?s=police+posters\" target=\"_blank\" rel=\"noopener noreferrer\">all the other police posters we&#8217;ve been cataloging here at Debito.org for many years<\/a>. \u00a0We&#8217;ve had the local police claiming that many crimes have been committed by foreigners in their area (<a href=\"https:\/\/www.debito.org\/TheCommunity\/nakanohittakuri.html\" target=\"_blank\" rel=\"noopener noreferrer\">while we&#8217;ve found that\u00a0at in at least one case, despite police claims of &#8220;many cases&#8221;, crimes committed by foreigners were actually ZERO<\/a>), and once again demonstrating how enlisting the public in racial profiling is their modus operandi.<\/p>\n<p>In Fukushima Prefecture itself, according to the prefectural government, <a href=\"http:\/\/www.police.pref.fukushima.jp\/seianki\/homepage\/hanzai_hasei_jokyo\/jokyo\/hasei\/higaijoukyou28012.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">crime\u00a0has been going steadily down without fail since 2002<\/a> (with no mention of foreign crime in the stats; you can bet that it would have been mentioned if it was significant). \u00a0Foreign crime in Fukushima doesn&#8217;t even make the top 80% of all foreign crime committed by prefecture in 2011, the year\u00a0everything went pear-shaped, according to the Ministry of Justice\u00a0(<a href=\"http:\/\/www.moj.go.jp\/content\/001130409.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">see page 58<\/a>). \u00a0In the <a href=\"https:\/\/www.npa.go.jp\/sosikihanzai\/kokusaisousa\/kokusai\/H26_rainichi.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">general NPA foreign crime report dated April 2015<\/a>, Fukushima is only mentioned twice (talking about two individual crimes as case studies illustrative of &#8220;what foreign criminals do&#8221;), without overall crime breakdown\u00a0by prefecture. And after a fairly exhaustive search, I can&#8217;t find ANY recent official stats on foreign crime in Fukushima, either in terms of numbers or rate of change. \u00a0So I think this is probably <a href=\"https:\/\/www.debito.org\/?p=11647\" target=\"_blank\" rel=\"noopener noreferrer\">just\u00a0another example of the Japanese police manufacturing a\u00a0fictitious foreign crime wave<\/a>.<\/p>\n<p>Another comment I&#8217;d like to make\u00a0is about the irony here. \u00a0<a href=\"https:\/\/www.debito.org\/?p=8768\" target=\"_blank\" rel=\"noopener noreferrer\">Fukushima has grumbled about how its exiled citizens are being treated as radioactively contaminated pariahs across the country and refused service<\/a>. \u00a0How sad that, despite this experience, the\u00a0Fukushima\u00a0Police haven&#8217;t learned that you shouldn&#8217;t target people this way. \u00a0Oh, but then again, they&#8217;re only talking about foreigners, and they don&#8217;t count: \u00a0foreigners\u00a0shouldn&#8217;t be <a href=\"https:\/\/www.debito.org\/?p=7781\" target=\"_blank\" rel=\"noopener noreferrer\">here in our peaceful society <\/a>anyway if they&#8217;re just going to commit crime (or are, <a href=\"https:\/\/www.debito.org\/?p=14521\" target=\"_blank\" rel=\"noopener noreferrer\">incorrectly, rumored to commit crime<\/a>). \u00a0And here is just another example to\u00a0see <a href=\"https:\/\/www.debito.org\/embeddedracism.html\">how racism is embedded in Japan<\/a> all over again. \u00a0Dr. Debito Arudou<\/p>\n<p>&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8212;&#8211;<\/p>\n<p><em>Do you like what you read on Debito.org? \u00a0Want to help keep the archive active and support Debito.org&#8217;s activities? \u00a0Please consider donating a little something. \u00a0<a href=\"https:\/\/www.debito.org\/?p=13748\">More details here<\/a>.
