Tokyo&#8217;s Setagaya-ku tries to do what <a href=\"https:\/\/www.debito.org\/?p=11273\" target=\"_blank\" rel=\"noopener\">Tottori Prefecture tried to do in 2005<\/a> (which was, pass Japan&#8217;s first ordinance specifically against racial discrimination, which is still <a href=\"https:\/\/www.debito.org\/japaneseonly.html\" target=\"_blank\" rel=\"noopener\">NOT illegal in Japan<\/a>; alas, <a href=\"https:\/\/www.debito.org\/japantimes050206.html\" target=\"_blank\" rel=\"noopener\">Tottori UNpassed it months later<\/a>). The assembly is expected to adopt the ordinance at a plenary session on March 2, and it will likely take effect in April.<\/em><\/strong><\/p>\n<p><strong><em>\u201cI have never heard of an ordinance that is intended to end discrimination based on nationality and race and will create a system for handling complaints,\u201d said lawyer Kim Chang-ho, a third-generation ethnic Korean and a member of a nongovernmental organization that protects the human rights of foreign residents in Japan.<\/em><\/strong><\/p>\n<p><strong><em>\u201cThe ordinance will be of help in collecting evidence when victims call for action on discriminatory problems. I hope that the measure will spread nationwide,\u201d Kim said.<\/em><\/strong><\/p>\n<p><strong><em>Other municipalities have complaint management committees, but they mainly handle cases of sexual discrimination.<\/em><\/strong><\/p>\n<p><strong><em>The Setagaya Ward committee will consist of three members who will act as advisers to the mayor.<\/em><\/strong><\/p>\n<p><strong><em>Although the draft contained no punitive measures against offenders, it did suggest possible action that could be taken.<\/em><\/strong><\/p>\n<p><strong><em>The ward, for example, could refuse to allow hate-speech groups to use public spaces and facilities for demonstrations and meetings.
