Thanks for your support!<\/i><\/p>\n<p>Hi Blog. \u00a0Here&#8217;s a flashback to a time (dating from the mid-1980s, see <a href=\"https:\/\/www.debito.org\/?p=1696\" target=\"_blank\" rel=\"noopener\">here<\/a>\u00a0and <a href=\"https:\/\/www.debito.org\/kofuexclusions.html\" target=\"_blank\" rel=\"noopener\">here<\/a>, for example) when people were saying that &#8220;foreigners have AIDS&#8221;. \u00a0I was there; I remember it well.<\/p>\n<p>The Kyoto Government is offering free AIDS and STD testing. \u00a0Good. \u00a0But check out what image they&#8217;re using for the face of sexually-transmitted diseases:<\/p>\n<p>\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/<\/p>\n<p><strong>From: XY<\/strong><br \/>\n<strong> Subject: Embedded Racism, AIDS, and Sexually Transmitted Diseases<\/strong><br \/>\n<strong> Date: March 8, 2018<\/strong><br \/>\n<strong> To: debito@debito.org<\/strong><br \/>\n<strong>Hello Debito,<\/strong><\/p>\n<p><em>Please see the attached photo, snapped on a Kyoto metro yesterday afternoon. \u00a0The only non-Japanese face visible in the metro car (other than mine) is on an advert for AIDS and STD testing by Kyoto City Government.\u00a0<\/em> <a href=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-14922\" src=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818.jpg\" alt=\"\" width=\"1592\" height=\"900\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818.jpg 1592w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818-300x170.jpg 300w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818-768x434.jpg 768w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2018\/03\/KyotoMetroaidsposter030818-1024x579.jpg 1024w\" sizes=\"auto, (max-width: 1592px) 100vw, 1592px\" \/><\/a><\/p>\n<p><em>The poster seems to imply the foreign as the source of danger, illness, social decay.\u00a0The (dyed? or at least not black) permed, and slightly disheveled hair accord with the stereotype of the western woman of lax morality.<\/em><\/p>\n<p><em>I wonder whether they used a stock image or hired a model and whether the model was aware or consented to the use of her image in this context?\u00a0While technically she is contributing to a good cause &#8211; increasing awareness of AIDS, STDS, and of a useful public health service, she most likely did\u00a0not realize that her image also contributes to the construction and maintenance of negative bias against non-Japanese women.<\/em><\/p>\n<p><em>I also wonder about the designers. Who decided to use a non-Japanese model and what was their rationale (or rationalization)?\u00a0Japan as a multi-ethnic society, where non-Japanese can be employed for health service publicity? \u00a0Or the purely functional message that the service itself is available for both J and NJ?\u00a0How does it relate to the actual epidemiology of AIDS and other STDs in Japan? Does the poster reflect any reality\u00a0in the situation or is it a complete misrepresentation of the epidemiology?<\/em><\/p>\n<p><em>Cheers and keep up the good work. \u00a0<\/em><strong>Sincerely, XY<\/strong><\/p>\n<p>\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/<\/p>\n<p><strong>COMMENT<\/strong>: \u00a0Now, some might argue (and believe me, pedants, naysayers, and <a href=\"https:\/\/www.debito.org\/?p=14912\" target=\"_blank\" rel=\"noopener\">White Samurai<\/a> will) that this is merely an IStock photo and that there was no association meant. \u00a0But that&#8217;s not how advertising works. \u00a0(Why add an image of a person at all if that were true?) \u00a0Others might say that she&#8217;s representing a medical professional pleased to see people coming in for testing. \u00a0But there is no context grounding that, either. \u00a0(No clear nurse&#8217;s uniform, nor a background that is clearly a hospital. \u00a0It looks more like a government front desk area to me; if you look closely at the poster, that&#8217;s in fact where the testing is happening, not at a hospital; she&#8217;s a patient, not a government representative.)<\/p>\n<p>Again, why are we targeting a Visible-Minority demographic with this ad? \u00a0As XY says, that&#8217;s the <a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\" rel=\"noopener\">embedded racism<\/a> of this campaign.<\/p>\n<p>My suspicion is that they are targeting Japan&#8217;s sex workers, and\u00a0<a href=\"https:\/\/www.debito.org\/?p=682\" target=\"_blank\" rel=\"noopener\">a frequent association is that any foreigner imported for this task has diseases<\/a>. \u00a0This poster merely fortifies that.<\/p>\n<p>And, to answer XY, it&#8217;s wrong. \u00a0According to the National Institute of Infectious Diseases, in 2015, <a href=\"https:\/\/en.wikipedia.org\/wiki\/HIV\/AIDS_in_Japan#Foreigner_and_homosexual_discrimination\" target=\"_blank\" rel=\"noopener\">non-Japanese people accounted for the minority of 108 (88 male; 20 female) out of 1,006 AIDS cases in Japan (and homosexual <em>men<\/em>, not women, remain the largest affected demographic)<\/a>. Plus don&#8217;t forget that historically, a significant number of AIDS cases in Japan were the result not of sexual contact, but of <a href=\"http:\/\/www.niid.go.jp\/niid\/en\/iasr-vol33-e\/865-iasr\/6775-439te.html\" target=\"_blank\" rel=\"noopener\">HIV-tainted blood recklessly given to hemophiliacs<\/a> <em><a href=\"https:\/\/en.wikipedia.org\/wiki\/HIV\/AIDS_in_Japan#HIV-tainted_blood_scandal\" target=\"_blank\" rel=\"noopener\">by the Japanese government<\/a><\/em> in the late 1980s.
