Some weeks ago Debito.org Reader FB sent along a link to <a href=\"https:\/\/www.businessinsider.com\/americans-more-open-to-increased-immigration-than-most-europeans-2018-12\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"an article (opens in a new tab)\">an article<\/a> which noted: &#8220;<em>Spain and <\/em><strong><em>Japan were among the most open to the idea of increased immigration, with 28% and 23% of their respective populations supporting more immigration<\/em><\/strong><em>. Japan, known for its isolationist policies and historically low immigration numbers, is facing a dire economic threat \u2014\u00a0<\/em><a href=\"https:\/\/www.businessinsider.com\/japans-population-is-shrinking-demographic-time-bomb-2018-6\"><em>its population is getting older<\/em><\/a>&#8221; (bold emphasis added). It cited a recent worldwide Pew Research Global Attitudes Survey of 27 countries on international migration of labor etc., which <a href=\"http:\/\/www.pewresearch.org\/wp-content\/uploads\/2018\/12\/FT_18.12.10_MigrationViews_Topline2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"can be found as a pdf here (opens in a new tab)\">can be found as a pdf here<\/a> and <a href=\"http:\/\/www.pewresearch.org\/fact-tank\/2018\/12\/10\/many-worldwide-oppose-more-migration-both-into-and-out-of-their-countries\/#more-309372\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"a report here (opens in a new tab)\">a report here<\/a>.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">I was incredulous. I&#8217;ve written before how <a href=\"https:\/\/www.debito.org\/?p=4944\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"Japan's policymakers, even its demographic scientists (opens in a new tab)\">Japan&#8217;s policymakers, even its demographic scientists<\/a>, view the word &#8220;immigration&#8221; (<em>imin<\/em>) as a taboo term and topic of discussion. So I wondered if there had been some finagling of the question&#8217;s translation, as in, using the term <em>gaikokujin<\/em> (foreigner) instead of <em>imin<\/em>&#8211;because <em>imin<\/em> itself would be clumsy in construction as a disembodied term unlinked to people (i.e., there is as yet no popularized word <em>iminsha<\/em> for <em>immigrant<\/em>). Japan has the lowest &#8220;Few Immigrants\/None&#8221; and the highest &#8220;About the same number of Immigrants\/More&#8221; combined of all the countries surveyed!<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Again, the diehard skeptic in me wants to poke holes in this survey, especially given the constant <a href=\"https:\/\/www.debito.org\/?p=9991\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"duplicity of the MOJ (opens in a new tab)\">duplicity of the MOJ<\/a> and the <a href=\"https:\/\/www.debito.org\/?p=15203\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"GOJ towards NJ in general (opens in a new tab)\">GOJ towards NJ in general, <\/a>especially <a href=\"https:\/\/www.debito.org\/japantimes102307.html\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"when it comes (opens in a new tab)\">when it comes<\/a> to <a href=\"https:\/\/www.debito.org\/?p=14506\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"surveying the (opens in a new tab)\">surveying the<\/a> general <a href=\"https:\/\/www.debito.org\/?p=14575\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"public (opens in a new tab)\">public<\/a>. But this is Pew, and they are among the most rigorous of international surveyors we&#8217;ve got. Given that they used the term &#8220;immigration numbers&#8221; (not just the &#8220;<a href=\"https:\/\/www.debito.org\/?p=10010\" target=\"_blank\" rel=\"noreferrer noopener\" aria-label=\"temporary-foreign-labor-on-revolving-door-visas (opens in a new tab)\">temporary-foreign-labor-on-revolving-door-visas<\/a>&#8221; connotation that a mere term like <em>gaikokujin<\/em> would have allowed), this is on the surface quite promising.<\/p>\r\n\r\n\r\n\r\n<p class=\"wp-block-paragraph\">Next stage, an actual <strong>Immigration Ministry<\/strong> (<em>Imin Shou<\/em>), which I believe may also someday be in the cards.
