Otaru public baths<\/a> and exposed discrimination in Japan incontrovertibly as racial in nature.<\/p>\n<p>It has been exactly twenty years to the day since then, and not enough has changed. \u00a0People (including Japanese citizens) are <a href=\"https:\/\/www.debito.org\/roguesgallery.html\" target=\"_blank\" rel=\"noopener noreferrer\">still being refused services<\/a> in Japan based upon whether they &#8220;look foreign&#8221;. \u00a0The police still engage in racial profiling as standard operating procedure to ferret out &#8220;illegal foreigners&#8221;. \u00a0<a href=\"https:\/\/www.debito.org\/embeddedracism.html\" target=\"_blank\" rel=\"noopener noreferrer\">There still is no law against racial discrimination in Japan&#8217;s Civil or Criminal Code<\/a>.<\/p>\n<p>Japan remains a signatory to the UN Convention on Racial Discrimination, where it promised (since 1995) to &#8220;<a href=\"http:\/\/debito.org\/CERD.html\" target=\"_blank\" rel=\"noopener noreferrer\">undertake to pursue by all appropriate means and without delay a policy of eliminating racial discrimination in all its forms<\/a>&#8220;.
