Thanks for your support!<\/i><\/p>\n<p>Hi Blog. \u00a0Alert Debito.org Reader XY sends me the following cover, for the Nagoya City Next Term General Plan (Intermediate Draft), dated August 2018.<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018Cover.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-15823\" src=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018Cover-768x1024.jpg\" alt=\"\" width=\"768\" height=\"1024\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018Cover-768x1024.jpg 768w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018Cover-225x300.jpg 225w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><\/a><\/p>\n<p>Striking is what&#8217;s found on page 62, under official city definitions of terms:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018pg62.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-large wp-image-15824\" src=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018pg62-1024x769.jpg\" alt=\"\" width=\"1024\" height=\"769\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018pg62-1024x769.jpg 1024w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018pg62-300x225.jpg 300w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2019\/11\/NagoyaShiSougouKeikakuAug2018pg62-768x576.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<p>It offers a definition of <strong>&#8220;Foreign City Citizens\/City Denizens&#8221; (<em>gaikokujin shimin<\/em>),<\/strong> which is itself a reasonable category, since we want to attribute citizenry\/residency within a city regardless of nationality (which the <a href=\"https:\/\/www.debito.org\/?p=10414\" target=\"_blank\" rel=\"noopener noreferrer\"><em>juuminhyou<\/em> Residency Certificate system tried to separate and exclude for six decades<\/a>).<\/p>\n<p>But look who falls under the definition of &#8220;foreign&#8221; (my translation):<\/p>\n<blockquote><p><strong><em>&#8220;In addition to people with foreign nationalities with an address within Nagoya City, this includes people like those who obtained Japanese citizenship, children born from international marriages, people with foreign cultures in their backgrounds, and people who have foreign roots.&#8221;<\/em><\/strong><\/p><\/blockquote>\n<p>That pretty much makes it clear that you can&#8217;t ever be Japanese without &#8220;pure&#8221; Japanese blood and culture. \u00a0In Nagoya, officially that also means you can&#8217;t escape being foreign. \u00a0Ever. \u00a0Even if you naturalize, or have a Japanese parent (who alas coupled with a foreigner), have any cultural ties to a foreign country, or have any roots in a foreign land.<\/p>\n<p>Any taint or connection means you&#8217;re &#8220;foreign&#8221;. \u00a0Not &#8220;international&#8221; (such as <em>Kokusai Shimin<\/em>). \u00a0Foreign.<\/p>\n<p>This not only defies common sense, it also, like the <a href=\"https:\/\/www.debito.org\/?p=6026\" target=\"_blank\" rel=\"noopener noreferrer\">racist Japanese Sumo Association<\/a>, violates the <a href=\"https:\/\/books.google.com\/books?id=NHy9CgAAQBAJ&amp;q=binary#v=snippet&amp;q=Nationality%20Law&amp;f=false\" target=\"_blank\" rel=\"noopener noreferrer\">Nationality Law<\/a>.<\/p>\n<p>Granted, the next definition distinguishes between a foreign resident (<em>gaikokujin juumin<\/em>) and a foreign, er, citizen\/city denizen (<em>gaikokujin shimin<\/em>), where the former is solely made into a matter of foreign nationality.<\/p>\n<p>But in a society like Japan&#8217;s that adheres <a href=\"https:\/\/books.google.com\/books?id=NHy9CgAAQBAJ&amp;q=binary#v=snippet&amp;q=binary&amp;f=false\" target=\"_blank\" rel=\"noopener noreferrer\">pretty strictly to a binary, where you&#8217;re either Japanese or you&#8217;re not, i.e., you&#8217;re a <em>Nihonjin\/Wajin<\/em> or a <em>Gaikokujin<\/em>\/<em>Gaijin<\/em><\/a>, I doubt that most people will be this sophisticated in their worldview. \u00a0You&#8217;ve got any foreign ties? \u00a0Case closed and door shut. \u00a0You&#8217;re a foreigner, a <em>gaikokujin<\/em>. \u00a0At best a Japanese with an asterisk. \u00a0Even Nagoya City (Japan&#8217;s third largest city behind Tokyo\/Yokohama and Osaka) officially confirms it.<\/p>\n<p>Therefore, for this blatant and ignorant attempt to further classify, stigmatize, and alienate diverse Japanese away from a mythical &#8220;pure&#8221; Japan free from any foreign influences, I hereby award the coveted Debito.org &#8220;Dejima Award&#8221; to Nagoya City (<a href=\"https:\/\/www.debito.org\/?cat=30\" target=\"_blank\" rel=\"noopener noreferrer\">only the seventh in Debito.org&#8217;s quarter-century of existence<\/a>), for effectively reviving 19th-century discredited <a href=\"https:\/\/en.wikipedia.org\/wiki\/Eugenics\" target=\"_blank\" rel=\"noopener noreferrer\">Eugenics<\/a> theories about thoroughbredness. \u00a0That any Japanese tainted by foreign blood, culture, roots or ties is to be classified as a foreigner. \u00a0Debito Arudou, Ph.D.<\/p>\n<p><em><strong>UPDATE: \u00a0<a href=\"https:\/\/www.debito.org\/?p=15921\" target=\"_blank\" rel=\"noopener\">Kawaguchi City&#8217;s Mayor answers to say that their intent behind using this term is not to &#8220;force&#8221; people into &#8220;foreigner&#8221; categories<\/a>.<\/strong><\/em><\/p>\n<p>======================<br \/>\n<em>Do you like what you read on Debito.org?
