its policy<\/a> to allow in &#8220;mid- to long-term visa&#8221; holders. \u00a0But as <a href=\"https:\/\/www.debito.org\/?p=16227\" target=\"_blank\" rel=\"noopener noreferrer\">protest petitioner<\/a> Sven Kramer points out:<\/p>\n<p>\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/\/<\/p>\n<p><a href=\"https:\/\/www.change.org\/p\/stop-the-entry-ban-on-legal-foreign-residents-of-japan\/u\/27821948\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/www.change.org\/p\/stop-the-entry-ban-on-legal-foreign-residents-of-japan\/u\/27821948<\/a><\/p>\n<h1 class=\"type-break-word\">On the reopening of the border for all non-Japanese nationals holding mid- and long-term visas<\/h1>\n<div class=\"mvxl\">\n<div class=\"media-profile media-profile-base-height \">\n<div class=\"txt-m\">\n<div class=\"type-ellipsis\">\n<p><strong class=\"\">\u30af\u30e9\u30fc\u30de\u30fc \u30b9\u30d9\u30f3<\/strong><\/p>\n<div class=\"type-weak type-ellipsis\">Japan<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p class=\"type-l type-break-word\"><span class=\"type-no-wrap type-uppercase type-weak\">OCT 2, 2020 \u2014\u00a0<\/span><\/p>\n<div class=\"rte type-l type-break-word\">\n<p><em>On October 1, 2020, the government of Japan reopened the border for all holders of mid- and long-term visas. Getting a negative PCR test result 72 hours before departing for Japan is a necessary requirement. I strongly welcome this reopening. As I have implied in the other status update one month ago, I personally can accept this overseas test requirement for foreign nationals who want to newly enter Japan. But it should be limited to new entries only. However, the government still is bestowing this requirement on all foreign residents, not distinguishing between new entry and re-entry (only special permanent residents and diplomats are exempt). It is my sincere belief that, at least when it comes to epidemiological issues, the procedure for re-entry should not be different per nationality.
