pure-blooded Japanese and the mongrels. \u00a0We&#8217;ve had the &#8220;Mixed-Blood Children Problem&#8221; (<a href=\"https:\/\/books.google.com\/books?id=NHy9CgAAQBAJ&amp;q=Konketsuji#v=snippet&amp;q=Konketsuji&amp;f=false\" target=\"_blank\" rel=\"noopener\"><i>Konketsuji\u00a0Mondai<\/i><\/a>) as a Postwar Japan issue for policymakers to &#8220;fix&#8221;, the offsetting epithet &#8220;<em>Haafu<\/em>&#8221; for generations, and recently the official term &#8220;<a href=\"https:\/\/www.debito.org\/?p=15820\" target=\"_blank\" rel=\"noopener\"><em>Gaikokujin Shimin<\/em><\/a>&#8221; used throughout Japan&#8217;s local government offices and ministries to lump anybody (including Japanese citizens, born and naturalized) into the &#8220;foreigner&#8221; category if they have any foreign connections. After all, &#8220;<em>shusshin<\/em>&#8221; (origin) is something you&#8217;re born into, and a new legal status (such as a new citizenship) cannot change it. \u00a0Even naturalized Japanese (such as sumo wrestlers) are forever stuck with &#8220;<em>gaikoku shusshin<\/em>&#8221; in official categorizations.<\/p>\n<p>But note the invective this time. \u00a0It&#8217;s not even &#8220;<em>nippongai<\/em>&#8221; (outside Japan) or &#8220;<em>kaigai shusshin<\/em>&#8221; (overseas origin). \u00a0It&#8217;s &#8220;<em>Honpougai<\/em>&#8221; (outside the real homeland of Japan), adding a &#8220;<a href=\"https:\/\/ejje.weblio.jp\/content\/\u90a6\" target=\"_blank\" rel=\"noopener\">motherland\/fatherland\/our country<\/a>&#8221; patriotic flavor.<\/p>\n<p>Finally, note the occasion for using it: \u201c<em>Kokusai jinshu sabetsu teppai dei ni muketa jinken yougo kyoku kara no messeiji&#8221;<\/em>\u00a0(A message from the Bureau of Human Rights on the International Day for Eliminating Racial Discrimination). \u00a0Wow, TPO.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">COMMENT<\/span><\/strong>: \u00a0I&#8217;m actually not all that shocked that this is coming from the MOJ BOHR. We&#8217;ve talked about them many times on Debito.org (see for example\u00a0<a href=\"https:\/\/www.debito.org\/policeapology.html\" target=\"_blank\" rel=\"noopener\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=13185\" target=\"_blank\" rel=\"noopener\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=810\" target=\"_blank\" rel=\"noopener\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=465\" target=\"_blank\" rel=\"noopener\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=12144\" target=\"_blank\" rel=\"noopener\">here<\/a>, <a href=\"https:\/\/www.debito.org\/?p=2078\" target=\"_blank\" rel=\"noopener\">here<\/a>, and <a href=\"https:\/\/www.debito.org\/?p=81\" target=\"_blank\" rel=\"noopener\">here<\/a>) \u00a0It&#8217;s an organization technically assigned to investigate and defend our human rights in Japan, but it is in fact a Potemkin system. It has no enforcement powers (<a href=\"https:\/\/www.debito.org\/policeapology.html#updatemar13\" target=\"_blank\" rel=\"noopener\">as they will tell you in every conference you have with them<\/a>), only existing to deflect <a href=\"http:\/\/debito.org\/japanvsun.html\" target=\"_blank\" rel=\"noopener\">international criticism of Japan&#8217;s human rights record<\/a>.\u00a0Remember this the GOJ agency that actually violated UN Treaty on racial discrimination (<a href=\"https:\/\/www.debito.org\/CERD.html\" target=\"_blank\" rel=\"noopener\">CERD<\/a>), specifically advising the City of Otaru during the <a href=\"https:\/\/www.debito.org\/otarulawsuit.html\" target=\"_blank\" rel=\"noopener\">Otaru Onsens Case<\/a> that passing legislative measures to eliminate racial discrimination were &#8220;okay if necessary&#8221;, and that &#8220;there would be no penalties&#8221; for not doing so.
