href=\"http:\/\/search.japantimes.co.jp\/cgi-bin\/nn20091201i1.html\">suffrage for <span style=\"text-decoration: line-through;\">Special<\/span> Permanent Residents. \u00a0The Cabinet is ready to send a bill to the Diet so that Permanent Residents (in American terms, essentially &#8220;Green Card holders&#8221;) obtain the right to vote in local elections<\/a>.<\/p>\n<p>Regardless of whether you support or disapprove (Debito.org is in support, <a href=\"https:\/\/www.debito.org\/?p=1681\">given how difficult it can be to get PR in Japan<\/a>, not to mention <a href=\"https:\/\/www.debito.org\/residentspage.html#naturalization\">how arbitrary the naturalization procedures are<\/a>),\u00a0what is interesting is the invective in the debate by people who oppose it. \u00a0Numerous and very visible demonstrations by right-wing fringe elements (<a href=\"https:\/\/www.debito.org\/?p=4905\">who also seem to get all xenophobic at, say, Hallowe&#8217;en being celebrated in Japan<\/a>) are resorting to daft arguments that defy calm and common sense. \u00a0Here are some photos and flyers, received from a witness of one demonstration in Shibuya November 28, 2009, courtesy of ER. \u00a0Drink in the alarmism and panic by people who are probably going to lose the debate. \u00a0Arudou Debito in Sapporo<\/p>\n<p><strong>PHOTOS FROM THE PROTESTS<\/strong> and Korean flags background text that is illegible. \u00a0Upper flyer proclaims opposition to the suffrage measure, declaring it unconstitutional, and throwing in a red herring that American league baseball players Ichiro and Matsui wouldn&#8217;t get suffrage in the US. \u00a0(Okay. \u00a0But Ichiro and Matsui aren&#8217;t AFAIK Permanent Residents there, nor at this time clearly immigrants; and would these opponents of suffrage for foreigners here be in opposition if fellow members of Team Japan COULD as foreigners vote in the US? \u00a0Somehow I doubt it.)<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffragepic2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5355\" title=\"IMG_0067\" &#8220;BLOCK THE DISSOLUTION (<em>kaitai<\/em>) OF JAPAN&#8221;. \u00a0If I read correctly the yellow sign on the sound truck on the left, they are even claiming that Okinawa will even be snatched away if suffrage goes through! \u00a0Not sure how that follows, but anyhoo&#8230;<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffragepic3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5357\" title=\"IMG_0069\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffragepic3.jpg\" Bill (the <a href=\"https:\/\/www.debito.org\/abunaijinkenyougohouan.html\"><em>jinken yougo houan<\/em>, which is another item these alarmists get all dry-throated about<\/a>). \u00a0(And for those kanji nerds, the upper kanji are read <em>soumou kukki<\/em>, which I have looked up and pieced together a translation for; but never mind &#8212; it&#8217;s pretty esoteric.)<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffragepic4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5358\" title=\"IMG_0073\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffragepic4.jpg\" alt=\"IMG_0073\" width=\"960\" height=\"720\" 1024w\" sizes=\"auto, (max-width: 960px) 100vw, 960px\" \/><\/a><\/p>\n<p>And finally, some more basic &#8220;We won&#8217;t give the vote to foreigners.&#8221; \u00a0&#8220;Now this is a threat to Japan&#8221;, etc.<\/p>\n<p>Freedom of speech allows more interesting arguments to be made in their flyers (<em>click on image to expand in your browser<\/em>), some of which <a href=\"http:\/\/japanfocus.org\/-Arudou-Debito\/2386\">I daresay would qualify as hate speech under UN Treaty<\/a>:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5359\" title=\"antisuffrageflyer\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer.jpg\" alt=\"antisuffrageflyer\" width=\"711\" height=\"1001\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer.jpg 1185w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer-213x300.jpg 213w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer-727x1023.jpg 727w\" sizes=\"auto, (max-width: 711px) 100vw, 711px\" \/><\/a><\/p>\n<p>This one makes the case that granting NJ suffrage is bad because:<\/p>\n<p>1) It gives voting rights to people that don&#8217;t want to naturalize (i.e. don&#8217;t want to become Japanese), yet want to participate in the politics of this easy-to-live-in country Japan. (Oh, but you see, it&#8217;s so easy to naturalize, after all. \u00a0<a href=\"https:\/\/www.debito.org\/residentspage.html#naturalization\">Not<\/a>.)<\/p>\n<p>2) They have voting rights already in their home country of nationality (yet want to participate&#8230; repeated argument)<\/p>\n<p>3) They don&#8217;t want to give up their special rights as Zainichi (such as tax breaks (??)) [even though not all PR are Zainichi, i.e. descendants of former colonial citizens of empire, generational foreigners born in Japan yet not citizens, usually Korean or Chinese &#8220;Special Permanent Residents&#8221;] (yet want to&#8230; repeated argument)<\/p>\n<p>4) There are illegal overstayers and illegal entrants amongst these Permanent Residents [wait, that&#8217;s contradictory; that&#8217;s not how the visa system works], therefore criminals (yet want to&#8230; you get the idea).<\/p>\n<p>5) There are some PRs who hold grudges against Japanese and Japan&#8230; [oh?]<\/p>\n<p>6) They will vote for Diet candidates who will allow in huge amounts of immigrants from their mother countries. [I bet these people would make the same argument to take away voting rights from anyone they perceive would vote against their interests. \u00a0They don&#8217;t believe in plurality and majority rule, I guess, even when they are in the majority.]<\/p>\n<p>And more. \u00a0The final question, with a poke at the DPJ, &#8220;We ask you, as Japanese citizens, ARE YOU [GODDAMN] SERIOUS?&#8221; [emphasis added to accommodate for expanded font size and boldface]<\/p>\n<p>Here&#8217;s another:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5360\" title=\"antisuffrageflyer2\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer2.jpg\" alt=\"antisuffrageflyer2\" width=\"634\" height=\"1019\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer2.jpg 1056w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer2-186x300.jpg 186w\" sizes=\"auto, (max-width: 634px) 100vw, 634px\" \/><\/a><\/p>\n<p>This one&#8217;s all about protecting Japan from DPJ Dietmembers who are &#8220;selling the country off&#8221;, with little thunderbolts stabbing photos and points (particularly against Dietmember Madoka Yoriko, the Dietmember apparently submitting the suffrage proposal). \u00a0Labelled as discriminatory against Japanese (!!), we&#8217;ve now rolled into this protest the <em>gaikokujin jinken kihon hou<\/em> (Basic Law for Human Rights for NJ), which has been on the drawing board for over a decade now) but now suddenly in the crosshairs (naturally; it just might come to fruition). \u00a0Arguments against it include how it will empower Chinese and North Koreans (the perpetual boogeymen in these debates &#8212; it even asserts that the Chinese Embassy is controlling things), and how after only five years they could get the power to vote! \u00a0(Methinks they don&#8217;t actually know how difficult it is to get PR.) \u00a0And more. \u00a0Love how the invective changes font sizes for individual kanji to project even more alarmism.<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer3.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5361\" title=\"antisuffrageflyer3\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer3.jpg\" alt=\"antisuffrageflyer3\" width=\"622\" height=\"989\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer3.jpg 1037w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer3-188x300.jpg 188w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer3-644x1023.jpg 644w\" sizes=\"auto, (max-width: 622px) 100vw, 622px\" \/><\/a><\/p>\n<p>Here&#8217;s another target for Zeus&#8217;s lightning bolts. \u00a0Much the same arguments as above (except now accusing the media in being complicit in stifling the debate; that&#8217;s rich), except the focus is on the next &#8220;sell-out&#8221;, Dietmember Yamaoka Kenji and his treasonous gang promoting NJ suffrage and the dissolution of Japan, by merely giving a few hundred thousand NJ (far less than 1% of the entire Japanese population, and scattered around Japan) the right to vote. \u00a0Maa, you get the idea. \u00a0Moving on:<\/p>\n<p><a href=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-5362\" title=\"antisuffrageflyer4\" src=\"https:\/\/www.debito.org\/wp-content\/uploads\/2009\/12\/antisuffrageflyer4.jpg\" alt=\"antisuffrageflyer4\" width=\"748\" height=\"1019\" srcset=\"https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer4.jpg 1246w, https:\/\/www.debito.org\/wordpress\/wp-content\/uploads\/2009\/12\/antisuffrageflyer4-220x300.jpg 220w\" sizes=\"auto, (max-width: 748px) 100vw, 748px\" \/><\/a><\/p>\n<p>Next on the laundry list of grievances against NJ is the claim that the Tsushima Islands (not the Takeshima\/Tokdo disputed rocks, but the much larger islands in the channel between South Korea and Kyushu) will be invaded by Korea! The Cabinet is ready to send a bill to the Diet so that Permanent Residents (in American terms, essentially &#8220;Green Card holders&#8221;) obtain the right to vote in local elections.<\/p>\n<p>Regardless of whether you support or disapprove (Debito.org is in support, given how difficult it can be to get PR in Japan, not to mention how arbitrary the naturalization procedures are), what is interesting is the invective in the debate by people who oppose it.  Numerous and very visible demonstrations by right-wing fringe elements (who also seem to get all xenophobic at, say, Hallowe&#8217;en being celebrated in Japan) are resorting to daft arguments that defy calm and common sense.
