I&#8217;ve been asked a number of questions about some recent news articles, which indicate that &#8220;long-term&#8221; or Permanent Residents will NOT be fingerprinted at the border from November 20, as per newly-promulgated anti-terrorism laws.<\/p>\n<p>==========================<br \/>\n<em>&#8220;Permanent residents, including ethnic Koreans born in Japan, will be exempt from the law, along with state guests and diplomats.&#8221;<\/em><br \/>\n<a href=\"http:\/\/news.yahoo.com\/s\/afp\/20071004\/wl_afp\/japanimmigrationterrorism_071004070723\">http:\/\/news.yahoo.com\/s\/afp\/20071004\/wl_afp\/japanimmigrationterrorism_071004070723<\/a><\/p>\n<p><em>&#8220;Permanent residents will be exempt from the law, along with state guests and diplomats.&#8221;<\/em><br \/>\n<a href=\"http:\/\/story.malaysiasun.com\/index.php\/ct\/9\/cid\/b8de8e630faf3631\/id\/287938\/cs\/1\/\">http:\/\/story.malaysiasun.com\/index.php\/ct\/9\/cid\/b8de8e630faf3631\/id\/287938\/cs\/1\/<\/a><\/p>\n<p><em>&#8220;Japanese permanent residency certificate holders, people under the age of 16, and guests of the country&#8217;s government chief administrators will not subject to the new measure, Sasaki [Seiko, head of Japan&#8217;s immigration agency&#8217;s intelligence management department], said.&#8221;<\/em><br \/>\n<a href=\"http:\/\/www.taiwanheadlines.gov.tw\/ct.asp?xItem=89606&amp;CtNode=39\">http:\/\/www.taiwanheadlines.gov.tw\/ct.asp?xItem=89606&amp;CtNode=39<\/a><br \/>\n==========================<br \/>\nSimilar misportrayals of the law have appeared in the Japan Times, Iran TV, Kyodo, and other news agencies.<\/p>\n<p>Sloppy, lazy journalism and interpretation, if not some careless statements by government officials.  <a href=\"https:\/\/www.debito.org\/?p=454\">As reported on Debito.org as far back as last June<\/a> (and the information has not changed as of this morning), the new Immigration procedures, according to the Japanese Government, apply to (English original):<\/p>\n<p><strong>==========================<br \/>\n1. Persons under the age of 16<br \/>\n2. Special status permanent residents<br \/>\n3. Those performing actions which would be performed [sic] by those with a status of residence, \u201cdiplomat\u201d or \u201cofficial government business\u201d<br \/>\n==========================<\/strong><br \/>\n<a href=\"http:\/\/nettv.gov-online.go.jp\/prg\/prg1203.html\">http:\/\/nettv.gov-online.go.jp\/prg\/prg1203.html<\/a><\/p>\n<p>&#8220;Special status permanent residents&#8221; (tokubetsu eijuusha) mean the Zainichi generational \u201cforeigners\u201d.  This means regular-status permanent-resident immigrants (ippan eijuusha) or &#8220;long-term foreign residents&#8221; (teijuusha) are NOT exempt.  They will be fingerprinted.<\/p>\n<p>This means you if you&#8217;re not a citizen, a Zainichi, or naturalized.  Every time you enter the country.  Don&#8217;t comply, you don&#8217;t get in.
