economics (<a href=\"https:\/\/www.debito.org\/?p=6773\">here<\/a> and\u00a0<a href=\"https:\/\/www.debito.org\/?p=6733&amp;cpage=1#comment-195678\">here<\/a>), below we have some newspaper articles (Japanese, couldn&#8217;t find English anywhere) noting that Toyoko Inn has opened a new hotel complex in Sapporo Susukino that caters exclusively to Chinese. \u00a0The Nikkei and the Yomiuri call it &#8220;<em>Chuugokujin sen&#8217;you hoteru<\/em>&#8221; below, smacking of the &#8220;<em><a href=\"https:\/\/www.debito.org\/roguesgallery.html#Monbetsu\">Nihonjin Sen&#8217;you Ten<\/a><\/em><a href=\"https:\/\/www.debito.org\/roguesgallery.html#Monbetsu\">&#8221; wording used for signs in Russian excluding all foreigners entry from businesses in Monbetsu, Hokkaido<\/a> (i.e. only Chinese are allowed to stay in this hotel). \u00a0Local Doshin only mildly mentions they are &#8220;<em>Chuugokujin muke<\/em>&#8221; (catering to Chinese).<\/p>\n<p>I&#8217;m pretty torn by this development. \u00a0On one hand, here is an unusually progressive business initiative in hiring and catering to NJ (with nary a mention of \u00a0all the &#8220;different culture resulting in the inevitable frictions&#8221; that was a undercurrent of much domestic reporting about, say, Australians investing in Niseko). \u00a0Supply and demand, you might say, who cares if the money is from Chinese. \u00a0Fine.<\/p>\n<p>On the other hand, however, we have the Balkanization of the hotel industry, with NJ being assigned their own special gated community (<a href=\"https:\/\/www.debito.org\/whattodoif.html#refusedhotel\">in violation of Japanese law; choosing customers by nationality is unlawful under the Hotel Management Law<\/a>), with again nary a question about the legality.<\/p>\n<p>And again, this is the Toyoko Inn, <a href=\"https:\/\/www.debito.org\/?p=5716\">with its history of special policies for racial profiling and declining hotel rooms (or threatening to) to &#8220;foreigners&#8221;, including residents and naturalized citizens, who do not show their Gaijin Cards<\/a>. \u00a0Not to mention <a href=\"http:\/\/search.japantimes.co.jp\/cgi-bin\/nn20060128a1.html\">embezzling GOJ funds earmarked for handicapped facilities<\/a>.<\/p>\n<p>In short, I smell a rat. \u00a0Yet more opportunism and questionable legal practices by Toyoko Inn. \u00a0I&#8217;d recommend you not patronize them, but then again, unless you&#8217;re a Chinese reading this, you probably can&#8217;t stay at the hotel in question anyway. \u00a0 Arudou Debito in 011-551-1045 and got a very friendly female clerk.  Our conversation went something like this:<\/p>\n<p><strong><em>&#8220;Hi there.  I heard about your place in the newspaper.  Just wanted to ask:  Does your hotel accept only Chinese guests?&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;That&#8217;s correct.  Only Chinese.&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;You mean Japanese customers are refused too?&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;That&#8217;s right.&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;And all other foreigners other than Chinese are not allowed to stay?&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;That&#8217;s right.&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;Er, isn&#8217;t that against the Hotel Management Law?&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;Yes, it probably is.&#8221;<\/em><\/strong><\/p>\n<p><strong><em>We started laughing, and I said, &#8220;This is the first hotel I&#8217;ve heard of in Japan where even Japanese guests are refused.&#8221;<\/em><\/strong><\/p>\n<p><strong><em>&#8220;Yes, quite.  It&#8217;s a funny situation, isn&#8217;t it.&#8221;<\/em><\/strong><\/p>\n<p>I appreciated the candor, but the question still remains:  What the hell is going on, and why is nobody calling Toyoko Inn on the unlawfulness of the situation? Fine.<\/p>\n<p>On the other hand, however, we have the Balkanization of the hotel industry, with NJ being assigned their own special gated community (in violation of Japanese law; choosing customers by nationality is unlawful under the Hotel Management Law), with again nary a question about the legality.<\/p>\n<p>And again, this is the Toyoko Inn, with its history of special policies for racial profiling and declining hotel rooms (or threatening to) to &#8220;foreigners&#8221;, including residents and naturalized citizens, who do not show their Gaijin Cards.  Not to mention embezzling GOJ funds earmarked for handicapped facilities.<\/p>\n<p>In short, I smell a rat.  Yet more opportunism and questionable legal practices by Toyoko Inn.  I&#8217;d recommend you not patronize them, but then again, unless you&#8217;re a Chinese reading this, you probably can&#8217;t stay at the hotel in question anyway.<\/p>\n<p>UPDATE:  Called Toyoko Inn.  Yes, they accept only Chinese guests.
