Abstract in English<\/p>\n<p><strong>Japan has one of the most vibrant and pervasive domestic media environments in the world. This media environment can also be significantly manipulated by the Japanese government, mobilizing Japanese public opinion towards national goals even at the expense of domestic minorities &#8212; particularly non-citizens. The degree of underrepresentation and disenfranchisement of Non-Japanese residents in Japan is clear when one studies the \u201cforeign crime wave of the 2000s\u201d, promoted by the government in the name of \u201cmaking Japan the world\u2019s safest country again\u201d, justifying public policy against \u201cforeign terrorism, infectious diseases, and crime\u201d. The domestic media\u2019s complicity in publicizing anti-foreign sentiment without analysis has caused quantifiable social dehumanization; <a href=\"https:\/\/www.debito.org\/japantimes102307.html\">government polls indicate a near-majority of citizens surveyed do not agree that non-citizens should have the same human rights as citizens<\/a>.
