W on Japan’s Kafkaesque and faulty re-entry procedures (even after October revisions to “open borders to Re-entry Visa foreign residents”): More elaborate racist barriers now.

This is an eyewitness account (redacted to remove personal identifiers) of a Permanent Resident of Japan, married to a Japanese for decades, who as a European went through re-entry procedures that apply to foreigners only (regardless of visa status) and not Japanese.  The Japanese Government claims they have made things easier for Non-Japanese re-entrants since October 1, but Debito.org Reader W would beg to differ below. This Kafkaesque ordeal will no doubt resonate with those who are used to Japanese bureaucracy, and doubly so when they see how racism (the belief that having a Japanese passport somehow makes you less contagious) is as usual part of the mix.

W: Thank you for follow up on re-entry ban issue. It is very important that someone is trying to do something with this discriminatory measures. Here is my personal investigation. I have had enough with lack of clarification and just assumptions by posters around various news venues. I spoke with one of the Japanese Embassies in Europe to ask about the procedure. They were very kind and helpful. I would advise everyone to contact them in the country you are staying, not to read the “assumptions” in other media.  I also asked about my Japanese spouse who is always with me in the same country where we spent the last half year. Let me start from her, because her case is short.

Well, my spouse doesn’t need anything even though we would re-enter together from the same country where we lived together. Japanese don’t need to prove negative Covid exposure (through a PCR test) prior to return to Japan. However, I as a foreigner need a) a PCR test, administered in the foreign country 72 hours before departure, and b) a “Confirmation Letter” with “Certificate of Testing for COVID-19” signed and sealed by the lab by the foreign country that conducted this PCR test.

Let me summarize what I went through:
Step 1:
Japanese Embassy – Apply for Confirmation Letter. 1h drive one way (probably not required anymore since Suga became PM).
3 Days later
Japanese Embassy – Pick up confirmation letter. 1h drive one way
Step 2:
PCR test (lucky they opened just recently a lab close to me)
Step 3:
Next day go back to the lab to stamp and sign the Japanese document by a doctor. This is only when test comes back negative.
Step 4 (when all above is done):
Airlines require to fill in (or rather tick boxes) on their own document. This must be done prior to boarding.
Step 5:
Japan now requires another form to be filled in once inside the plane to “catch” early those at high risk who may be infected and may need hospitalization. (This is not a failsafe; anyone can lie on any forms, including these given by airlines.)
Step 6:
Another PCR in Japan at the airport upon arrival. (Other countries, such as Germany, respect certificates issued elsewhere when showed at the border, and next PCR is not necessary then.)
Again, Japanese citizens only need a Japanese passport and a PCR test administered by Japan after arrival. As if Japanese citizens are less contagious just because of their passport.

After decades of international exposure, embarrassment, broken treaty promises, xenophobic and racist tropes, and deprived children, Japan finally changes its laws to allow joint custody of children after divorce, taking effect in 2026.

Debito.org has been quiet on these developments until they actually came to fruition, and now that they have, it’s time to cheer.  Japan has finally gotten around to fixing one of its worst-kept secrets:  Child Abductions after divorces.  After years of international pressure (and all manner of racist justifications of the status quo, including even the Foreign Ministry accusing foreigners of being naturally violent, and Japan offering safe haven for international child abductions despite signing an international treaty against it), the Diet has just passed legislation allowing for joint custody after divorce.  Meaning both parents now have the ability to have a say in raising a child even if the relationship falls apart.  It comes into effect in 2026 and will be reassessed five years later.

Debito.org has talked about this issue for decades (since I too lost all contact with my children after my divorce, which is in fact the norm in Japan, thanks to the Koseki Family Registry system forcing split couples to sever all legal family ties and thus all rights to any contact).  Not only because NJ are particularly vulnerable to becoming “Left Behind Parents” in intercontinental relationships (since the J spouse can either make off with the child back to Japan or deprive you of a Spouse Visa), but also because this situation affected ALL divorces in Japan, regardless of nationality. It left all children in Japan vulnerable to being used a pawn used to punish one parent out of spite. And that would often carry on into adulthood, with the adult offspring hating the LBP parent without ever hearing both sides of the story or knowing the LBP cares about them.  This is not normal even in peer countries.  As the Mainichi notes below, “Japan had been the only country among the Group of Seven industrialized nation with no joint custody system, according to a Justice Ministry survey of other countries released in 2020.”

Anyway, this is an extremely positive and long overdue development, and it’s another example of Japanese domestic law not changing without international shame and pressure.  It’s just a shame it couldn’t have happened decades ago when it would have made a difference to me and my divorced friends. Let’s hope this brings more reality to future relationships.  Divorces are complicated.  Adding more child abuse into the mix (and by this I mean the child abuse that is inherent in an automatic severance of custodial ties) just made it worse.

Subtitle: Authoritarians are once again trying to racialize citizenship. In Asia, that’s quite normal. The problem is that conservative movements worldwide are similarly trying to shore up their dwindling popularity by undemocratically disenfranchising the very immigrants they had once invited over.

As seen in a recent tweet by Dr. Mahathir bin Mohamad, former prime minister of Malaysia, who opined on multiracial immigration: “It is normal for migrants wishing to become citizens of any country to identify themselves linguistically and culturally with the definitive people of their adopted country. They would break off and reject their links with their countries of origin. Certainly, the children and grandchildren of the new citizens would have forgotten their previous languages and culture.”

This tweet from a world opinion leader isn’t just wrong-headed, it’s dangerous. Not only is it trying to disenfranchise entire peoples through racialized attitudes towards citizenship, it’s actually threatening democracy itself…

My SNA Column 39: Visible Minorities: “Never Forget Japan’s Racist Covid Policies” (Oct 24, 2022), where I ask you to seriously reconsider devoting your life to a place that could revoke your legal status at any time

SNA (Tokyo) — This month Japan finally lifted its Covid restrictions and reopened its borders to tourists. Well, whoop-de-doo.

For now, foreigners will no longer suffer entry caps, or go through extra procedures just because they’re foreign, such as being sequestered in foreigner-only floors of hotels with tour-minders so they don’t wander off and contaminate the rest of Japan.

Never mind that Japanese entrants, barely subjected to these strictures put on foreigners, had all this time predictably infected Japan quite freely.

Remember how this whole thing started back in 2020, when cases were found in Yokohama Port aboard a luxury liner called the Diamond Princess? It soon became mired in Japan’s bureaucratic politics, the ship’s patients counted by no country as part of their Covid case total. This was the bellwether for Japan’s future Covid border policies of incompetence and racism…

Migrant Integration Policy Index rates Japan as “Integration Denied”, and “Critically Unfavorable” in terms of Anti-Discrimination measures. And this is for 2019, before Covid shut Japan’s borders.

Migrant Integration Policy Index: “Japan scores 47/100 [Rank: “Integration Denied”], slightly below the average MIPEX country (49/100) because Japanese policies still refuse to recognise that Japan is a country of immigration. This denial leads to contradictory policies that create as many obstacles as opportunities for foreign nationals. Japan’s approach to integration is categorised as “Immigration without Integration”. While Japan is a leader far ahead of the other countries in this category, its policies still deny basic rights and equal opportunities to newcomers. Foreign nationals can find some ways to settle long-term in Japan. However, Japanese policies only go halfway to guarantee them equal opportunities, (e.g., on health and education), while also denying them several basic rights, most notably protections from discrimination.

“Japan needs to invest more on all the three dimensions, especially to guarantee immigrants with the same basic rights as Japanese citizens. The way that governments treat immigrants strongly influences how well immigrants and the public interact and think of each other. Japan’s current policies encourage the public to see immigrants as subordinates and not their neighbours.” […] Japan is one of the only MIPEX countries still without a dedicated anti-discrimination law and body. Japan is the among bottom three countries for anti-discrimination policies, together with other ‘immigration without integration’ countries. Japan’s approach is slightly ahead of poorer Central European countries with equally small and new immigrant populations, but far behind other developed countries…”

COMMENT: It’s as we’ve been saying here on Debito.org for decades: This is what happens when you are the only developed country without a national law against racial discrimination. And this is the MIPEX report as of 2019.  I look forward to seeing the next report, where it takes into account Japan’s racist policy of closed borders (even to lawful and Permanent Residents, for a time) due to Covid.  I strongly doubt Japan’s numbers will improve.

Japanese re-entrants get let in after testing and quarantine; no other G7 country excludes all foreigners only.

Consequently, many Non-Japanese residents found themselves stranded overseas, separated from their Japanese families, lives and livelihoods, watching their investments dry up and visa clocks run out without recourse. Or perhaps found themselves stranded within Japan, as family members abroad died, and the prospect of attending their funeral or taking care of personal matters in person would mean exile.

However, protests against this policy have been unusually mainstream, including institutions who have been for generations largely silent regarding other forms of discrimination towards foreigners in Japan. Consider these examples of how institutionalized and embedded racism is in Japan:

You’re probably aware that Japan has long advertised itself as a “monocultural, homogeneous society,” denying that minorities, racial or ethnic, exist within it. But did you know that Japan still refuses to include Non-Japanese residents as “people” in its official population tallies? Or to list them on official family registries as “spouses” of Japanese? Or that Japan’s constitution expressly reserves equality under the law for Japanese citizens (kokumin) in its Japanese translation? This complicates things for all Non-Japanese residents to this day…

My SNA Visible Minorities 15: “New Covid Foreign Resident Re-Entry Rules Still Racist”, on how they are actually a natural outcome of Japan’s bullying bureaucracy (Oct. 19, 2020)

SNA: Japan’s Supreme Court ruled in 1992 that Japan’s foreign residents have no “right of sojourn,” i.e., to leave Japan temporarily and expect to return. (Japan Times columnist Colin Jones called it a “reverse Hotel California”–you can leave any time you like, but can never check back in.)

That means that even if you invested your entire life in Japan, married a Japanese, had children, paid taxes, bought property, started a business, and even achieved Permanent Residency (which by definition should be a legitimate claim to reside here forever), nothing you did matters… Hypothetically, if push comes to shove, a Permanent Resident will have the same status as any foreign tourist at the border.

Well, that hypothetical came true last April when, due to Covid, Japan decided to bar all foreigners from re-entering Japan–even though Japanese could still return and merely quarantine. No other developed country does this, and there is no science indicating that Japanese passports offer enhanced epidemiological protection. It was purely arbitrary…

From October 1, Japan announced it would open its borders to foreign residents under certain conditions. But it turns out that, realistically, these conditions are still a ban. Consider “George,” a foreign resident of Japan who told Debito.org his experience returning to Japan from Europe this month…

In sum, Japan’s October revised re-entry system is still a means to discriminate against foreigners. By arbitrarily creating a tight 72-hour hour window requiring special paperwork unattuned to the realities of Covid testing overseas (especially when the test is meaningless if you get infected on the plane), Japan’s bureaucrats merely deflected international criticism from its regular racism by replacing it with new, improved racism.

NHK TV’s racist video explaining Black Lives Matter for a children’s news program: Why their excuse of “not enough consideration made at broadcast” is BS

A couple of weeks ago, we covered on Debito.org a flap about TV network NHK (“the BBC of Japan“) broadcasting a racialized anime to Japanese kids explaining the Black Lives Matter movement in America.  It portrayed African-Americans as scary, angry, thieving, sinewy stomping and guitar-strumming urban folk.  With a few more stereotypes thrown in.  (And note that there wasn’t even a mention of George Floyd.)

Here is the NHK video in question, with translation version afterwards. Soon after, on June 9, according to the Mainichi Shinbun, NHK apologized for the video, saying, “There was not enough consideration made at broadcast”, and removed the program was removed from its online streaming services.

Debito.org cries BS about NHK’s claims of “not giving enough consideration”, because in fact, NHK hired this production crew BECAUSE they are famous for creating these outlandish videos. They’re evidently the same crew who did sequences for legendary TV show “Koko Ga Hen Da Yo Nihonjin” some decades ago. Consider the similarity in style between the above NHK sequence and this “Koko Ga Hen” segment, as analyzed by Kirk Masden.  Also witness the tone of this “Koko Ga Hen” segment from February 28, 2001.

Given that “Koko Ga Hen” routinely racialized and othered its foreign panelists for the purposes of entertainment and maintaining the constant Japanese media narrative of foreigners as scary outsiders, I aver that NHK knew exactly what it was doing when it subcontracted out to those producers.  NHK just didn’t expect to be called out on it.

SCMP: “Japan: now open to foreign workers, but still just as racist?” Quotes Debito.

SCMP: Activists point out, however, that the Japanese government’s new regulations that relax visa requirements for workers from abroad mean that there will soon be tens of thousands of additional foreigners living in Japanese communities.

“It’s a net positive that Japan is bringing over more people, since that may help normalise the fact that non-Japanese are contributing to Japanese society,” said Debito Arudou, author of Embedded Racism: Japan’s Visible Minorities and Racial Discrimination.“ But it is disappointing that Japan still is not doing the groundwork necessary to make these newcomers want to stay and contribute permanently,” he said.

“The new visa regime still treats these non-Japanese entrants as ‘revolving-door’ workers, with no clear path to permanent residency or citizenship.“ And – as the surveys seem to indicate – one fundamental flaw in these plans is that non-Japanese are insufficiently protected from the bigotry found in all societies,” Arudou said.

“Japan still has no national law against racial discrimination, remaining the only major industrialised society without one. Even government mechanisms ostensibly charged with redressing discrimination have no enforcement power. Tokyo needs to pass the laws that make racial discrimination illegal, empower oversight organisations and create an actual immigration policy instead of a “stop-gap labour shortage visa regime”, he said.

“At the very least, tell the public that non-Japanese workers are workers like everyone else, filling a valuable role, contributing to Japanese society and are residents, taxpayers, neighbours and potential future Japanese citizens,” he added.

XY: My experience with a Harajuku shop keeper – “F*ckin Foreigner kill” racist signs and threatened violence

XY: Hi Debito, I’m a long-term resident of Japan and I’m writing to you to share and get you to share my encounter yesterday with a racist shopkeeper in Takeshita dori in Harajuku. It started with racist signs [photos included] and ended with him threatening me with violence.

…At that point I decided that there was no way I was going to spend any money in his shop, and anything I bought there would just feel bad so I told him that I no longer wanted the bag. He cursed me out for being cheap and wasting his time (although in fact I was going to buy the bag and already had my money out).

Later after I had finished my other business I decided to get photos of the signs so I could publicize his nastiness, so I went back to the shop and took photos. He yelled at me to stop taking photos and I told him I was only taking photos of the signs and not of his merchandise.

Then he grabbed something and went to hit me with it.

I screamed in shock and ran out of the shop. Totally shaken by this experience I decided to walk down to the large police station around the corner. I wanted to make a report because I felt it needed to be on record. The police refused to take a report and told me I should call 110 next time…

Denver Post columnist Terry Frei fired after racist tweet re Japanese driver’s Indy 500 win (contrast with how J media treated Nigerian-Japanese HS baseball player Okoye Rui)

I thought it prudent to archive here on Debito.org another case of how other societies deal with racial discrimination.  We keep on hearing that, “Well, people discriminate all over the world, and it’s just as bad in [insert country, usually the US] as it is in Japan.  So do something about racism in your own country before you lecture Japan.”  Okay, but here’s yet another example of what American society, for example, often does when somebody says something racist. There are social repercussions that deter both the current and future racists.  In the case mentioned below, the racist got fired.  Not ignored, defended (including being defended by foreign media in Japan), given a venue (or his own political party) to spout and normalize even more racism, or even further elected to office, as can happen in Japan. For your consideration, and for the record:

Wash Post: Terry Frei, a columnist who has been named Colorado’s sportswriter of the year four times, is out of a job after tweeting that he was “very uncomfortable” with Japanese driver Takuma Sato winning the Indianapolis 500 on the day before Memorial Day.

Denver Post publisher Mac Tully and editor Lee Ann Colacioppo apologized Monday for a “disrespectful and unacceptable tweet” as they announced that Frei is no longer an employee of the newspaper because of the social media comment that sparked intense backlash. “We apologize for the disrespectful and unacceptable tweet that was sent by one of our reporters,” the statement reads. “Terry Frei is no longer an employee of The Denver Post. It’s our policy not to comment further on personnel issues. The tweet doesn’t represent what we believe nor what we stand for. We hope you will accept our profound apologies.”

Frei apologized for the tweet he put up shortly after Sato’s historic win. He later deleted it. “Nothing specifically personal, but I am very uncomfortable with a Japanese driver winning the Indianapolis 500 during Memorial Day weekend,” Frei tweeted after Sato became the first Japanese driver to win the prestigious race.

Wash Post & BBC: “Japan gets first sumo champion in 19 years”. Really? What oddly racist triumphalism from foreign press!

We have a really weird conceit going on in the foreign press (see Washington Post and BBC below) regarding sumo wrestler Kisenosato’s rise to yokozuna, the highest rank. (Congratulations, and well done, by the way.) They are portraying it as “Japan’s first sumo champion of 19 years.”

Well, guess what, guys. Wrong. Japan has had other sumo champions in the 19 years, as you mention. Hakuho, Harumafuji and Kakuryu. There as also (oddly disgraced and scapegoated) Asashoryu as well. Yes, they were born in Mongolia. But guess what. Who cares?

If you do care, does that mean you are subscribing to the racist theory (widely held in Japan, anyway, dating from the days of Akebono and Musashimaru) that because they aren’t Japanese, they don’t count as “real” sumo champions? (Both Akebono and Musashimaru are naturalized Japanese, by the way, and were when they were yokozuna less than 19 years ago. How ignorant of you not to mention that.)

Or are you subscribing to the tenet, as the Sumo Association does, that even naturalized Japanese sumo wrestlers don’t count as Japanese?

Or are you subscribing to the tenets, as expressed by racist fans below, that sumo has somehow “lost something” because foreign-born wrestlers rose to the top? Is sumo an ethno-sport? The Sumo Association tried to make it into into an Olympic event, by the way. And would that mean if Japanese do not medal, as happens in Japan-originated events such as Judo, that the event has “lost something”?

Foreign reporters, kindly don’t racialize the sport with these types of headlines and reports. Herald the athletes for their physical prowess regardless of origin. Because you know better. Articles like these wouldn’t fly if you were writing about a sport in your home country. Imagine England claiming (and you reporting as such) that soccer has no real champion every time it doesn’t win a World Cup! Don’t succumb to a racist narrative just because it comes from Japan.

Shiki on unlawful and racist check-in practices at “foreigner-friendly” Sakura Hotel Jimbocho, Tokyo

Shiki: My name is Shiki, and I’m a long term resident in Japan, having been living for almost 9 years now, and I’m actually in the process of naturalization. I wanted to report about the most horrible experience I’ve had in Japan, which happened on October 25, 2016, at a Hotel called “Sakura Hotel Jimbocho”. […]

In the registration they asked for my nationality, which is something I’ve never been asked before. And it said that “Foreigners were required to show their passports”, so I looked at this, and saw your posts about the subject, and then I just thought “Thet are just doing this for the tourists”, so I just left the default that was “Japanese” in nationality. […] I just said “I’m not a tourist”, then this guy asked me if I was Japanese, and I told him that no but that I was not a tourist and didn’t even had my passport with me.

So he then started to ask for my Residence Card, and I told him that my Residence Card contained private information, so I was not comfortable showing it, and then the guy, late at night told me that then they could not take me as a guest unless I showed them my residence card.

[…] proceeded to say that it was “hotel policy”, and that if I didn’t wanted to comply with “hotel policy” I was free to search for another hotel. […] He proceeded to make excuses that he dodn’t knew about the [Hotel Management] law, that he has to report foreigners to the police, and almost telling me that he was gping to “get scolded” by the police if they saw my name without any ID.

I told him it wasn’t my problem, and that he just needed to show the police that I have an address in Japan. He told me that police was going to scold him for not giving the ID of a foreigner, and when I asked him how would they even know if I’m a foreigner and not of Japanese nationality, he proceeded to make a racist statement about how “He can tell by their face, or their accent”. I told him that was racist and he proceeded to once again threaten me about “returning me my money” even after was I told him…

Mainichi Editorial: Japan needs effective hate speech law to stamp out racist marches

To cap off this month of discussion on Debito.org about Japan’s new hate speech laws, check out what the Mainichi (clearly a supporter, given their generous coverage of the issue, particularly enforcement problems) said about a bill at the national level back in April. It passed in June. This article offers a good accounting of just how much work went into getting the local governments to take a stand on the issue, and how grassroots movements do indeed influence national policy in Japan.

Mainichi: In 2014, the United Nations Committee on the Elimination of Racial Discrimination advised the Japanese government to take resolute action against hate speech, and to enact anti-hate speech legislation. There are also strong domestic calls for a government response to hate speech. In January of this year, the city of Osaka enacted the country’s first anti-hate speech ordinance. In addition, more than 300 local government assemblies across Japan have adopted a written statement calling on the central government to take appropriate legal action against hate speech, while staying within the Constitutional right to freedom of expression. In these acts, we can see a definite fear that Japan will lose the trust of the international community if hate groups continue to peddle their poisonous polemics unhindered. […]

The LDP-Komeito bill defines hate speech as unjust discrimination. The bill differs greatly from the opposition’s version, which seeks to regulate a wider range of discriminatory acts and calls for the outright ban on hate speech. Neither bill, however, lists a punishment for hate speech violations. To the contrary, we believe that Japan needs a law that clearly defines hate speech, preventing broad interpretations that could be warped into threats to the freedom of expression. The law should also include provisions that will have some practical effect, such as giving authorities the power to deny hate groups the use of public facilities and roads for demonstrations.

Holiday Tangent: Hanif Kureishi on UK’s Enoch Powell: How just one racist-populist politician can color the debate in an entire society

As a Holiday Tangent, the Guardian offers an excellent account of life for migrants, immigrants, and citizens of color in a society in flux (Great Britain in the 1970s, as it adjusted to the effects of a post-empire Commonwealth). It depicts well how one racist-populist politician, Enoch Powell, could affect an entire society, and though fear-mongering invective effectively accelerate the othering and subordination of residents.

But that was just one person. Imagine the effects of a proliferation of Enoch Powellesque racists and fearmongerers throughout a society, such as the leader of a party (Hiranuma Takeo), the governor of the capital city (like Ishihara Shintaro), or the Prime Minister of an entire country (like Abe Shinzo), or Japan’s entire national police force (see here, here, and here in particular). Enoch had his effects, and Kureishi can now look back with some degree of “the past is a foreign country” relief. Japan cannot. Not right now.

Kureishi: I was 14 in 1968 and one of the horrors of my teenage years was Enoch Powell. For a mixed-race kid, this stiff ex-colonial zealot – with his obscene, grand guignol talk of whips, blood, excreta, urination and wide-eyed piccaninnies – was a monstrous, scary bogeyman. I remember his name being whispered by my uncles for fear I would overhear.

I grew up near Biggin Hill airfield in Kent, in the shadow of the second world war. We walked past bomb sites everyday. My grandmother had been a “fire watcher” and talked about the terror of the nightly Luftwaffe raids. With his stern prophet’s nostalgia, bulging eyes and military moustache, Powell reminded us of Hitler, and the pathology of his increasing number of followers soon became as disquieting as his pronouncements. At school, Powell’s name soon become one terrifying word – Enoch. As well as being an insult, it began to be used with elation. “Enoch will deal with you lot,” and, “Enoch will soon be knocking on your door, pal.” “Knock, knock, it’s Enoch,” people would say as they passed. Neighbours in the London suburbs began to state with some defiance: “Our family is with Enoch.” More skinheads appeared…

The influence of Powell, this ghost of the empire, was not negligible; he moved British politics to the right and set the agenda we address today. It’s impossible not to summon his ghost now that immigration is once again the subject of national debate. Politicians attack minorities when they want to impress the public with their toughness as “truth-tellers”. And Powell’s influence extended far. In 1976 – the year before the Clash’s “White Riot” – and eight years after Powell’s major speeches, one of my heroes, Eric Clapton, ordered an audience to vote for Powell to prevent Britain becoming a “black colony”. Clapton said that, “Britain should get the wogs out, get the coons out,” before repeatedly shouting the National Front slogan “Keep Britain White”.

SCMP: But manga-style images of foreign fathers beating children and Japanese women portrayed as innocent victims have raised the hackles of campaigners, both those fighting discrimination against foreigners and non-Japanese who have been unable to see children who have been abducted by Japanese former spouses.

“It’s the same problem with any negotiations in which Japan looks like it has been beaten,” said Debito Arudou, a naturalised Japanese citizen who was born in the United States and has become a leading human rights activist. “After being forced to give up a degree of power by signing the Hague treaty, they have to show that they have not lost face and they try to turn the narrative around,” he said. “It’s the same as in the debate over whaling.

“The Japanese always see themselves as the victims, and in this case, the narrative is that Japanese women are being abused and that the big, bad world is constantly trying to take advantage of them.” Arudou is particularly incensed by the cover of the publication, which shows a blond-haired foreigner hitting a little girl, a foreign father taking a child from a sobbing Japanese mother and another Japanese female apparently ostracised by big-nosed foreign women. “It is promoting the image that the outside world is against Japanese and the only place they will get a fair deal is in Japan,” said Arudou.

Counterdemos against racist rally by Zaitokukai in Osaka Nanba May 11, 2014: Brief on emerging narratives fighting fire with fire

For a change (compared to these videos for example here, here, and here), have a look at Japan’s xenophobic public rallies from the perspective of anti-racism protesters. This is from May 11, 2014, a counter-rally against Zaitokukai in Osaka Nanba, drowning out Zaitokukai spokesman Sakurai Makoto. Good stuff: (video)

A couple of things I’ve noticed within the emerging narratives of Japan’s xenophobic demos:

1) The use of the word “reishisuto” (racist) both in Japanese and English, and the pat use of “sabetsu”, to get their point across. This way the narrative doesn’t split between the Newcomers and the Oldcomers, as discrimination towards these two groups is very different. But counter-demonstrator DO bear signs that say “jinshu sabetsu”, or racial discrimination. Good. Looks like the Urawa Reds fans’ “Japanese Only” banner last March finally cracked that rhetorical nut.

2) The use of the word “shame” (haji) once again to express displeasure, but no signs saying how NJ are residents too and such deserve rights. As I’ve argued before, until we make that connection, there’s still a layer of “othering” going on here.

3) The use of the same rough language and simple drowning out of xenophobic messages through noise and chant. Fighting fire with fire.

4) The popularization of the “f*ck you finger” (aka “The Bird”, not in common use in Japan in my experience until now).

Other videos of demos and counter demos are welcome in the Comments Section. No doubt there will be more. I’m just glad that people are finally and firmly speaking out against these issues.

New facial recognition systems at J border: Once again, testing out the next-gen loss of civil liberties on the “Gaijin Guinea Pigs”

Kyodo: The government plans to restart from August a test on a facial recognition system to speed up immigration checks at airports and prepare for an expected surge in visitors for the 2020 Tokyo Olympics, officials said Saturday.

COMMENT: Let’s survey the narratives of justification in this article. We have the argument that it’s allegedly for a looming event (NJ swarm from the 2020 Tokyo Olympics, even though it’s more than six years away!), the convenience factor (faster processing of people, this time without even registering!), and the bandwagon argument that others are implementing it (Britain and Australia, whose civil societies have had more robust debates on the issues of privacy and civil liberties). All of these arguments were made during the reinstitution of NJ fingerprinting in 2007, and that time it wasn’t for a specific event, but rather for anti-terrorism [sic] in general. And as Debito.org has argued many times before, once you get the public softened up on the idea of taking away civil liberties by testing it on one sector of the population (in this case, the Gaijin Guinea Pigs, since foreigners in every society have fewer civil and political rights), it gets expanded on the rest of the population. Let’s enter the No-Brainer Zone: I anticipate the facial recognition software will be implemented nationwide more seamlessly than any other intrusive technology yet, since it is so convenient and doesn’t require individual registry or even much hardware installation. There’s even a profit motive. Consider this:

JT Editorial: Over 100 supermarkets and convenience stores in the Tokyo metropolitan area have been recording images of shoppers’ faces as part of antishoplifting measures. Though the stores have posted signs stating cameras are in place, the stores have been sharing the biometric data of customers without their knowledge. […] The problem is the lack of checks on the system. Seemingly whoever has access to the network could classify customers according to an arbitrary criterion. But what constitutes an “unreasonable” complaint is open to question. And whether an act of shoplifting is reported to the police and whether the suspect is convicted of the crime is a matter of the law. It should not be a matter of how an employee feels about it. Unfortunately with this technology, stores are now able to put people on a blacklist for any reason whatsoever.

COMMENT FROM SJ AND PHU: What if this employee is inherently suspicious of all foreigners in general, or harbors racist feelings towards anyone who does not appear Japanese? Such an employee can end up blacklisting and tagging a foreign shopper not for anything specific that the customer has done, but rather out of the employee’s own paranoia against non-Japanese shoppers… Japan’s pronounced discrimination problem does make it hard to ignore the likelihood of abuse skewing towards minorities.

Racist 2013 Toshiba commercial for product APB-R100X, SuiPanDa combination ricecooker/breadmaker

World-class company Toshiba seems to think that domestic commercials will only be seen within the putatively hermetic Japanese domestic market. And that there are no people in Japan who might take offense at being racially caricatured. The advertised product in question: A rice cooker that can also double as a bread maker — Toshiba SuiPanDa Model APB-R100X. The issue: Gaijinizing the user to promote bread consumption. Some stills from the CM enclosed. Note the accented speech rendered in katakana subtitle for the Gaijinized Japanese actress, complete with blond hair, appended big nose, and overexuberant gestures and speech patterns. Not to mention the dichotomous stereotype that people who eat bread (as opposed to potatoes or some other kind of starch) are automatically “Western” (youfuu).

Debito.org has added this to its collection of Japanese commercials and product lines that use biological memes of racism to hawk product. Here are some stills of those, some of which were taken off the air when people protested. Of course, you are welcome to protest this as well. Here’s the Toshiba website with the product in question and some links to feedback sites. Many Japanese advertisers just never seem to learn. It’s up to us to tell them.

UPDATE JUNE 29: Here are two other commercial spots for other Toshiba products, featuring the same businesswomen actresses in the same vein, but without the racialization. As a friend pointed out elsewhere, “Toshiba could have communicated the same message more effectively by interviewing a master baker or some other expert.” Courtesy of Kotaku. Once again, Gaijin are the perpetual “Other” who don’t belong, even with all the NJ working for Japanese corporations.

Asahi & AFP on GOJ proposals re observing Hague Child Abduction Treaty, more loopholes such as NJ DV, and even bonus racist imagery

AFP: Japan’s government on Friday approved a bill to join a pact on settling cross-border child custody rows, opening the way for its adoption after years of foreign pressure.

Asahi: In an outline of procedures for the Hague Convention on international child-custody disputes, a government panel has proposed allowing court officials to forcibly remove a child from a Japanese parent to return him or her to the country of habitual residence… The subcommittee proposed that factors, such as the risk that the child will face violence back in the country of habitual residence and a situation in which it is difficult for the parents to take custody of the child, be considered.

Specific cases cited include: the parent demanding custody of the child commits acts of violence against the other parent in front of the child; the parent in a foreign country is addicted to drugs or alcohol; and the Japanese parent who returns with the child may be arrested.

COMMENT: Love the invective that one sees time and again in the Japanese media and GOJ debates, where we have the appearance of victimized Japanese females being harassed by NJ males (including even the threat of domestic violence), when in fact child abduction and parental alienation happens between Japanese too, given that there is no joint custody or guaranteed visitation rights in Japan. Check out this article below from the Asahi last January. Bonus: The newspaper’s pictorially racist portrayal of the non-Distaff Side of the international couple. And that’s before you even get to the unlikely prospect of Japan actually ever enforcing the Hague (see here also), just like it never enforces the UN Convention on Racial Discrimination. The discourse will continue as such.

Japan Times JUST BE CAUSE column March 2, 2010 on Racist Sumo Kyoukai

The Japan Sumo Association announced on Feb. 23 that it would limit sumo stables to one foreign wrestler each. Since there are only 52 stables, and only about 800 sumo wrestlers in total registered with the JSA, this funnels things down considerably.

Worse, the JSA will now define “foreign” as “foreign-born” (gaikoku shusshin), meaning even naturalized Japanese citizens will be counted as “foreign.” This, according to the Yomiuri, closes a “loophole” (nukemichi).

Sorry folks, but this rule is unlawful under Japan’s Nationality Law, not to mention the Constitution. Neither allows distinctions between foreign-born and Japanese-born citizens. Under the law, a Japanese is a Japanese — otherwise, what is the point of naturalizing?

OK then, how about unleveling the playing field overseas for sports that Japanese are good at? Limit, say, American Major League Baseball teams to one Japanese player — even if they take American citizenship? If you really want to get pernickety, you can say that Americans of Japanese extraction are also “Japanese,” kinda like two governments famously did for Japanese- Americans and Japanese-Canadians during World War II when deciding whom to send to internment camps. No doubt that would occasion outcries of racism by the Japanese media, the watchdogs for how Japanese are treated overseas (yet significantly less so regarding how NJ are treated in Japan).

But that wouldn’t be good for the sport. Talent in athletes spans borders. More than a quarter of all active baseball players in the U.S. (28.4 percent) were foreign-born in 2009. That’s a good thing. If you want to have a healthy sport, you get the best of the best competing in it. Everyone given a sporting chance, regardless of nationality or birth.

But hey, that’s not the concern of now-bona-fide certified racist institutions like the JSA. All they want is for Japanese to win.

Der Spiegel: “Border Controls: Japan’s fear of foreigners”

Der Spiegel on Japan’s fingerprinting: “No Japanese citizen even needs an Identity Card; yet the biometric data of foreigners will be stored for 70 years. Civil rights campaigners can smell the terrorism hysteria and racism, while the National Tourist Office fears for the country’s image… And Ms. Ogawa from the Tourism Office fears that worse may still come: “The Government has asked us to carefully observe tourists’ mood regarding these changes over the coming few weeks. If Japan’s image really does drastically deteriorate, then in our final report, we may have to include the recommendation that that these measures be abandoned.”

Oct 1, 2020’s new govt regulations for NJ Resident Re-Entry: Not much of a change. Racialized barriers still up; instead, “business travelers” and “foreign tourists” may soon be prioritized

October 1, 2020 was announced to be a new day for Japan’s racist border controls.  From last April until then, all foreigner border crossers were legally treated as if they were a special source of contagion, affected differently by COVID than somehow-immune Japanese, and banned from entry.  Further, unlike any other advanced industrialized country, the Japanese Government banned re-entry even to all Non-Japanese Residents with valid visas.  Naturally, as covered before on Debito.org (see here, here, here, here, and here), this racist policy has separated families and destroyed NJ lives and livelihoods.  

People have protested this, and media has questioned the actual science behind this differential treatment.  So on October 1, the government “changed” its policy to allow in “mid- to long-term visa” holders.  But as protest petitioner Sven Kramer points out: “Getting a negative PCR test result 72 hours before departing for Japan is a necessary requirement. I strongly welcome this reopening. As I have implied in the other status update one month ago, I personally can accept this overseas test requirement for foreign nationals who want to newly enter Japan. But it should be limited to new entries only. However, the government still is bestowing this requirement on all foreign residents, not distinguishing between new entry and re-entry (only special permanent residents and diplomats are exempt). It is my sincere belief that, at least when it comes to epidemiological issues, the procedure for re-entry should not be different per nationality.”

Ironically, there’s also the issue of the Japanese Government now considering prioritizing “business travelers” and “foreign tourists” for special entry exemptions.  However, as usual, it seems our actual taxpaying NJ Residents (including “Green-Card”-holding regular Permanent Residents) with families and lives in Japan don’t matter as much.

It’s official: Tokyo 2020 is a “Japanese Only” Olympics: Japanese living abroad still allowed to attend, not foreigners. (UPDATED: This probably includes Japanese who have given up their J citizenship.)

Japan Times reported today that this has precisely come to pass: “According to the Japanese organizing committee, foreign nationals made up roughly 10% of a total of 80,000 volunteers before the pandemic forced the one-year postponement of the games. Japanese citizens living abroad are expected to be allowed to volunteer, according to the officials.”

So to recap: Japanese citizens living overseas are not counted as “overseas spectators”. They have that immunity to Covid by dint of their passport. And the IOC has in effect “fully respected and accepted” this exclusionary Olympics.  It’s the world’s “first ever without overseas spectators”.

No.  It’s the first Olympics without “foreign” spectators.  Overseas spectators are okay if they’re Japanese.  So as predicted, welcome to Japan’s first “Japanese Only” Olympics. As long as you have a Japanese passport, you are immune to Covid and have privileged access to Our Games.

UPDATE MARCH 24: Debito.org Reader RO points out that according to the IACE Travel Agency (which is legally liable for their information), even overseas “Japanese” who NO LONGER HAVE JAPANESE CITIZENSHIP (because they gave it up and took another nationality) can still re-enter Japan. In other words, what constitutes “overseas Japanese” is a matter of having Japanese blood, even without having Japanese legal status. These are racialized paradigms for what constitutes a “Japanese”, and that is related to this blog entry because they will factor into border controls concerning the Olympics.

This season’s most insidious indictment of innocents are the false claims, by candidate Donald Trump and his running mate J.D. Vance, that illegal Haitian immigrants are eating people’s pets in Springfield, Ohio.  No matter how much debunking has been made by local authorities and the credible media, they have kept on repeating the lies, disrupting services and terrorizing Springfield with Far-Right marches and death threats.

This bad-faith libel is horrifying, but I’m actually rather inured to it.  It’s a tactic I’ve seen in Japan for decades, and it’s been imported by America’s Far-Right:  Fearmonger about foreigners to generate a social movement…

SNA: The assassination of former Prime Minister Shinzo Abe has occasioned a lot of valuable, eye-opening discussions in the media, but few if any have focused upon how Abe’s death could be seen as a form of karmic payback–what happens when you ignore the lessons of history in the pursuit of raw political power.

The discussions have instead focused on the veneer of Japan’s “safe” society being blown away by a homemade gun; or about how the world’s democracies have been deprived of a Japanese leader comfortable on the international stage (while egregiously overlooking all the damage he did to Japan’s democracy).

A few intrepid journalists (starting with the SNA) have explored the swamp of Abe’s political connections with the “Moonies” religious cult, and how that probably gave motive to the killer.

To me the most absurd debate has been whether Abe’s death was an “assassination” at all –- the Japanese media have uniformly refused to use the corresponding word ansatsu, portraying it as merely a “shooting event” (jugeki jiken).

These important topics have been covered elsewhere by people with more expertise, so this column will take a different tack. It will discuss the role of national narratives in a society, how dishonest national narratives stunt the maturity of societies, and how a willful ignorance of history due to these national narratives circled back to kill Abe…

My SNA Visible Minorities 31: “Shintaro Ishihara: Good Riddance to an Evil Man”, an honest obituary. Feb 20, 2022

SNA: Former Tokyo Governor Shintaro Ishihara, who died February 1, was an evil man. Any honest obituary would admit as such. Unfortunately, the media’s retrospectives have tended to eulogize him, using weasel words so as to not speak ill of the dead.

But that’s the wrong reflex. Evil should never be whitewashed, especially when it comes to a person as evil as Ishihara, and by doing so they are complicit in historical revisionism. I will try to rectify that with this column by recounting Ishihara’s actual record…

A hateful man who poured his hate into concrete policies, Ishihara eventually found himself in a position of real power, elected multiple times to the governorship of the world’s largest and richest city. Ishihara installed Japan’s first neighborhood surveillance cameras specifically in areas of Tokyo he claimed were “hotbeds of foreign crime,” and went on TV at regular intervals to propagandize that Shinjuku, Ikebukuro, and Roppongi at night were no longer Japan.

He also said that Japanese politicians who support more civil and human rights for foreign residents must have “foreign ancestors” themselves, and abetted political witch hunts and loyalty tests to root out politicians with international connections.

Essentially, Ishihara was trying to ethnically cleanse Japan, undoing the “internationalization” phase of the 1980s and 1990s of openness and tolerance. In its place, he sponsored overt racism and normalized xenophobia.

And it worked. To this day, entire political parties, candidates, and hate groups publicly rally for the expulsion of foreigners and the extermination of Koreans. That’s why current Prime Minister Fumio Kishida can’t easily lift the world’s longest, most draconian and unscientific Covid border policies–because polls say 57% of the fearful Japanese public want them kept…

Why COVID keeps being seen as a “foreign” disease in Japan: Uncritical reportage in the Mainichi of Shizuoka Mayor blaming Omicron on “foreign nationals at work”, claiming it’s not “community transmission”. Wait, let’s parse that.

Mainichi: Following the first confirmed coronavirus omicron variant case in the central Japan city of Shizuoka in Shizuoka Prefecture on Dec. 27, Mayor Nobuhiro Tanabe said at a press conference, “He (the patient) is confirmed to have had contact with foreign nationals at work, and community transmission is unlikely.” According to the Shizuoka Municipal Government, the patient was earlier confirmed infected with the coronavirus and has mild symptoms. Genome analysis by the National Institute of Infectious Diseases revealed he was positive for the omicron variant. Two people who had had close contact with the man tested negative for the virus. The patient has no recent history of overseas travel, and came into contact with foreign nationals at work. The city’s public health center explained that it determined the route of infection was strongly suspected to have been via contact at work.

COMMENT FROM DEBITO: A few more simple questions needed to be asked of Mr. Mayor before his speculation got passed through by the Mainichi editors, and allowed to filter into the public sphere:

1) Were these “overseas people” freshly-arrived in Japan from overseas despite a near-blanket ban on any foreigners at the border?

2) Were these “overseas people” in fact foreign residents who were here anyway, therefore those people are in fact part of “the community” (meaning, yes, “community transmission”).

3) Is there any evidence that these individual “overseas people” were in fact COVID-positive? Were they tested? Was there any other vector testing of other people in the community? Or are we just simply assuming that foreigners are more likely than Japanese to have COVID and leaving it at that?

We should know.  But we don’t.  Why not?  Because the constant and uncritical assumptions that foreigners a) are vectors, and b) are not part of the “Japanese community” at large anyway, are precisely what I mean when I refer to Japan’s Embedded Racism.  Presumptions like these are so normalized as to be embedded and unquestioned in Japan, even by media professionals who are supposed to be asking these questions before they let these racist ideas infect and spread throughout society.

COMMENT:  I’ve said this many times before, but associating contagion with nationality is unscientific.  Again, because a) there are Non-Japanese residents who live in Japan the same as Japanese, exposed to the same risks of contagion as Japanese, b) there are few foreigners in Japan from overseas at the moment due to the mostly-closed border controls, and c) chances are that foreigners who do come in from overseas are better vetted (not to mention more likely vaccinated due to better jab regimes overseas) than Japanese.

So there is no scientific reason to put up a rule like this.  There is, however, plenty of reason if you’re a xenophobe, like so many people who reflexively put up “Japanese Only” signs are, and will use any excuse (including foreign “health scares” from SARS and AIDS) to justify, even if they are a health care provider.  These are the people we will continue to expose for the record on Debito.org.  Adding to the pile.

UPDATE AUG 27: After phone calls to the campsite, the website has been amended to say “we can take a reservation for someone who can understand Japanese properly Because you need to understand our rules correctly.” Because of course, campsites are fraught with danger, and one language miscommunication and all goes to hell.  After all, foreigners don’t know how to camp if they can’t “understand Japanese properly”. And that’s after they decided in good faith just to blame Covid.

Igarashi Kanoa, California-born athlete who won Silver for Japan in 2020 Olympics, rates himself worthy of representing Japan because “My blood is 100% Japanese. That’s something that you don’t change.” Dangerous old-school Olympian thoroughbred-ism.

Just a follow-up on my Shingetsu News Agency column of this week. When I was talking there about the roots of the Olympics, I made the case that the Games are less about athleticism than about national demonstrations of power, particularly in the vein of racial superiority.  In my summary of their history, I wrote:

SNA: “When the Games were resuscitated by aristocrats in 1896, in spirit they were still grounded in contemporary attitudes equating national strength with physical strength. Thanks to the racialized social theories in currency at the time, including Social Darwinism and eugenics, the Games soon became a public demonstration of the social engineering of supermen, which depended on how racially ‘thoroughbred’ an athlete and a society was. It’s not difficult to draw a straight line from the geneticist attitudes promoted by the prewar Olympics to The Final Solution.”

Those attitudes can still be felt not only in the bad-habit national medal tallies, but also in the athletes themselves. Consider how Igarashi Kanoa, US-born resident of Huntington Beach, CA, who won Silver for Japan in Surfing, decided to depict himself. As I wrote for SNA above:

SNA: “Igarashi indicatively promotes himself on his Olympics website entry in classic Olympic ‘thoroughbred-ism:’ ‘I have so much support here in the USA and America will always be part of who I am. But I’ve grown up with a lifestyle and in a generation where things can seem a bit borderless. And so representing Japan felt like a solid, comfortable decision. My blood is 100% Japanese. That’s something that you don’t change.’

“Good for his bloodline, I guess. But for mongrel non-medalists like Osaka Naomi, as the New York Times noted, Japan’s social media pounced, contesting her Japanese language ability, her standing to represent Japan, and even her Japaneseness…”

Again, you can self-identify with and play for whatever country will have you.  But a person like this who has benefited from both systems does not deserve respect for this throwback-Eugenicist attitude, and it should be challenged appropriately in public. Doing so at Debito.org.  

Mainichi: Japan wants its COVID vaccine passports accepted by foreign countries, but won’t accept foreign countries’ versions; does the GOJ understand the concept of comity?

Mainichi: “Japan is making arrangements for its COVID-19 vaccination passports to be accepted by over 10 nations, including Italy, France and Greece, after the certificate program begins in late July, government sources said Sunday. If the agreements are reached, certificate holders will be exempt from quarantine or showing negative test results for COVID-19 when traveling from Japan to those countries, the sources said. But the Japanese government plans to continue requiring travelers entering Japan, including returnees, to quarantine for two weeks even if they have been vaccinated. The position has complicated negotiations with countries such as Singapore and Israel, which have called for mutual exemption, the sources said.”

COMMENT: Funny, that. It’s yet another example of how Japan’s authorities expect to have their cake and eat it too. Like how institutions in Japan can discriminate against foreigners without much if any international sanction. But woe betide anyone who seems to discriminate against Japanese overseas. Japan has gotten away with this for so long (e.g., more than 25 years since it signed the UN CERD without passing any laws against racial discrimination) that the GOJ has accepted it as normal transactional behavior for Japan in the international arena. (That, or the bureaucracy is so silo-ed off that getting a coordinated vaccine passport policy across all of the veto gates would involve discomfiting ministerial turf battles. Boo hoo.)

Well, tough. Let’s hope that overseas negotiators have the sense to not be taken in by the “unique Japan” arguments as usual, and demand comity. You don’t get without giving back in kind. But given how lenient the outside world has been regarding, say, the overt racism of Japan’s exclusionary border policies during the pandemic (and now the “Japanese Only” Olympics), it’s not a slam-dunk conclusion as of this writing.

COMMENT: Another one to add to Debito.org’s collection of “Japanese Only” signs.  In addition to all of the other places archived both here on the Debito.org Blog and on the Rogues’ Gallery of Exclusionary Establishments, it looks like the owner of Bronco is so much of a fan of America that he’s adopting America’s long history of racism, down to the Confederate Flag (supporters of which would historically no doubt have supported America’s Asian exclusion laws, WWII internment camps for Japanese, and other measures that would exclude Non-Whites like him).

The interesting thing about this bigot is that his racism has evolved with the times.  No longer is it a matter of excluding people because they don’t “look Japanese” or “don’t understand Japanese culture” etc., etc.  Now it’s a matter of infection. That’s funny, actually. Given Japan’s abysmally-low vaccination rate, vaccinated foreign tourists are probably less contagious than his regular Wajin clientele. But no matter. He’s just reflecting Japan’s incredibly unscientific border controls and the narrative that Covid is exogenous. Given the new Eek variant possibly incubated from Japan’s former honor-system quarantines for Japanese only, it’s not anymore. But any excuse for a bigot.

Updated petition against Japan Foreign Resident Re-Entry Ban: Still discriminatory: Requires extra hurdles for all NJ only, including extra GOJ permissions and overseas Covid tests

Petition: Since September 1, 2020, all legal non-Japanese residents of Japan can leave and reenter the country. This is a very important and uplifting development. With this most recent easing of restrictions, almost all points of this petition were met.

However, one vital point of this petition (equal treatment of all legal residents at the border regardless of nationality) is still not fulfilled. Only non-Japanese residents have to apply for a Receipt for Request of Re-entry at the Immigration Services Agency before departing from Japan. No explanation in given why this is necessary and why a valid residence card and the normal reentry permit is not enough. Furthermore, only non-Japanese residents (except for diplomats and special permanent residents) have to take a PCR test abroad within 72 hours before the departure for Japan. However, this requirement can nobody meet who stays in a country which does not test people without symptoms or does not deliver the results on time. And anyway, the PCR test at the Japanese port of entry should suffice. Residents of Japan have Japanese health insurance. This is why they are entitled to treatment in Japan if the PCR test at the Japanese airport should turn out to be positive.

Requesting negative PCR tests before going to Japan should be limited to non-Japanese who want to newly enter Japan. This requirement should not be bestowed upon legal residents, who have their livelihoods already in Japan. Therefore, this petition is going to continue until the requirement of PCR tests abroad is abolished for all legal residents of Japan regardless of nationality.

German journalism on Japan Govt’s COVID policy: Tohoku’s Dr. Oshitani: Foreigners (not Japanese) brought it in. And that’s why govt policies specifically exclude only foreigners, even NJ Permanent Residents.

When the Japanese media observes omertà on how Japan’s policymakers engage in racist politics, it’s sometimes up to overseas media to expose it.  Debito.org Reader Maximilian Doe offers a full report from German media:  How even Japan’s scientists (particularly a Dr. Oshitani Hitoshi, professor of virology at Tohoku University, and leader of the health advisors to the Japanese government) couched COVID as an overseas contagion, not something also brought into Japan by Japanese (such as the cruise ship Diamond Princess).  This led to policies that reflectively exclude all “foreigners” (including NJ Residents with valid visas) from entry or even quarantine.

OSHITANI:  Spread of COVID-19 in Japan had two major waves so far. The first wave was originated by people with travel history to Wuhan and other places in China. From January to early February, the number of cases from China found in Japan was 11. Of course, there were considered to be more imported cases from China in reality, but it was likely somewhere around several tens to about a hundred. These people traveled to Japan for sightseeing or other purposes, and later, through places where people congregate, such as sports gyms and small concert houses, transmissions spread across the country including Hokkaido, Tokyo, Aichi, and Osaka. This first wave had come under control by mid March with number of cases relatively low, but the second wave came as the first wave was calming down. Second wave was originated by infected people from a wide range of countries, such as Europe, US, Southeast Asia, and Egypt. We confirmed about 300 cases who had entered Japan from such countries, so the actual number of cases who entered Japan is estimated to be around 1,000 ~ 2,000. Although local transmissions of the second wave in Japan began in early February, infected people from abroad were coming to Japan and able to move around the country almost without any restriction, until the government put restrictions on travel at the end of March. This resulted in a large outbreak.

SUDDEUTSCHE ZEITUNG: Virologist and government advisor Hitoshi Oshitani says: “The data clearly shows that Japan’s measures were more effective than those of Western countries.” No G7 country has so few Covid-19 fatalities as Japan. The high standard of hygiene of the Japanese is also claimed as an additional reason for this. Now the government of the right-wing conservative Prime Minister Shinzō Abe wants to make sure that foreigners will not cause the next wave.

COMMENT FROM DOE:  These German articles are not hard proof whether Dr. Oshitani is actively okay with shutting out even legal residents or not, but in combination with the Japanese and English articles published on the website of Oshitani’s lab I get the impression that he and his team of other advisors had a very strong influence, if not the most critical influence, on the government implementing this current entry ban. I also think that it’s enough evidence that he at least doesn’t care about the problem for stranded NJ residents. A curious behavior for an academic or one of Japan’s national apex universities, since universities are those “businesses” disproportionately affected by this. Besides this he’s clearly responsible for the – let’s say – special testing policy Japan has implemented. I’d like to hear your thoughts about this.

COMMENT FROM DEBITO: My thoughts are there is a pattern here.  Foreigners, as we’ve seen from the days of AIDS, SARS, and even the Otaru Onsens Case, are more likely to be seen as riddled with contagion, and treated as such by policymakers either with benign neglect or overt reactionary policies.  However, instead of having a government and civil society that rightfully points out that associating disease with citizenship leads to racism, in Japan we get blanket exclusion.  And it’s even backed up by Japan’s scientists.

Mainichi: Japan, US academics demand NHK explain offensive BLM anime. And how about all the others (including NHK) in the past?

Mainichi: Academics in Japan and the United States submitted a letter to NHK on June 12 demanding the Japanese public broadcaster clarify why it broadcast an anime explainer of Black Lives Matter protests that was subsequently condemned as racist, and that it also outline its views on the matter and possible preventive measures. In their five-page letter to the NHK, the experts in U.S. studies describe the video as “including content that cannot be overlooked.” Among its 13 signatories are professor Fumiko Sakashita of Ritsumeikan University in Tokyo and professor Yasumasa Fujinaga of Japan Women’s University, also in the capital. The letter is addressed to the NHK president, as well as the heads of the international news division and the News Department. The writers say they will recruit supporters in both the U.S. and Japan.

The around 1-minute-20-second animated video that the letter discusses was originally shown on NHK news program “Kore de Wakatta! Sekai no Ima” (Now I Understand! The World Now) and shared on the broadcaster’s official Twitter account on June 7. It was intended as an explanation for the demonstrations that began in the U.S. after George Floyd, a black man, was killed by a white police officer kneeling on his neck. It features a muscular, vested black man shouting about economic inequality in the U.S., and makes no reference to the death of George Floyd at the hands of police. The letter to NHK described the depiction of the man as stereotypical, saying, “He is given an excessively muscular appearance, and speaks in an emphatically coarse and violent way.” It added that in the U.S., “This stereotype has a history of being used to legitimize lynching of black people and the loss of their lives from police brutality.”

NHK: “We at NHK would like to sincerely apologize for a computer animation clip posted on our Twitter account. […]. The one-minute-21-second clip aimed to show the hardships, such as economic disparity, that many African Americans in the US suffer. However, we have decided to take the clip offline after receiving criticism from viewers that it did not correctly express the realities of the problem. We regret lacking proper consideration in carrying the clip, and apologize to everyone who was offended.”

DEBITO: I call BS.  NHK knew full well what these subcontracted segments are like, as this subcontractor been hired before for other Japanese TV programs (example below).  That’s what that subcontractor has done for years.  NHK just expected that this would be for “domestic consumption only” and the Gaijin wouldn’t see it, (because after all, “foreigners” don’t watch Japanese TV (because Japanese is too hard a language for them to understand).  That’s also BS.  And NHK (not to mention most of Japan’s other media, see a list in this blog entry) still hasn’t learned their lesson after all these decades.

JT: “The coronavirus pandemic has prompted authorities worldwide to introduce entry restrictions on border traffic. But regulations in Japan have sparked a particularly strong reaction from its international community, as it is the only Group of Seven member denying entry to long-term and permanent residents and has set no clear criteria for their return. The approach has left many foreign nationals in limbo — those who had headed overseas in earlier stages of the pandemic are now stuck abroad and face uncertainty about their careers and lives in Japan, whereas those who remain here fear that leaving the country would jeopardize their future as well…

“As the virus continued to spread, causing more than 4 million confirmed infections, some countries such as India have even banned their own citizens from returning home in hopes of limiting transmission. But most developed countries, while urging locals to refrain from nonessential travel, have exempted legal residents alongside citizens from their travel bans, albeit under mandatory quarantine. In contrast, under Japan’s regulations imposed April 3, all foreign nationals, including those with permanent residence status and their non-Japanese spouses, and those who are married to Japanese nationals, will be subject to the measure if they try to return to Japan from any regions affected by the pandemic…”

COMMENT: For this reason, Debito.org awards a coveted “Dejima Award” (only its eighth so far) to the Ministry of Justice (particularly Justice Minister Mori Masako).  Dejima Awards are reserved for only the most eye-blinkingly obvious and inexcusable examples of racism perpetrated by Japan’s racists and authorities.  Thanks for deciding once again that foreigners’ lives simply don’t matter to you.  Only foreign residents have to make the choice between exiting Japan and losing their livelihoods here or staying in Japan missing a life event there.  How callous and inhumane.  And oh so very typical of the cold-blooded Japanese bureaucracy.

SNA: In a recent SNA Speakeasy on “Foreign Residents in the Coronavirus Era,” I argued that Non-Japanese (NJ) must band together and be vocal about claiming what’s due them as taxpayers. We shouldn’t wait for the government to deign to divvy out what it thinks foreigners want, as if it’s the omotenashi (hospitality) Japan offers any guest. Instead, NJ residents should be telling the government what they want, on their terms; trying to influence policy agendas that affect them by, for example, participating in local government forums and policy deliberation councils (shingikai).

People have been advocating this for years. Why isn’t it happening as often as it should? Because NJ (especially those in the English-language communities) collectively suffer from something I call “guestism”: falling for the fiction that they are merely “guests” in Japan subject to the whims of the Japanese “hosts.” Their mantra is “It’s their country, not mine. Who am I to tell them what to do?”

Still, eventually some NJ live here long enough, develop deep connections and language abilities, and even become Japanese citizens. Some transform into community leaders, prominent business owners and spokespeople, media mavens, and elected officials. They are definitely no longer “guests.”

But once they earn due respect and authority, another problem comes up: Many squander their position by becoming “collaborators.”

Instead of using their power for good, such as showing other NJ how to follow in their footsteps and to assimilate and enfranchise themselves, collaborators pull the ladder up behind them. They actively consort with the powers-that-be to preserve their privilege and to undermine other NJ Residents.

COVID-inspired racism as NJ Residents are separated and “othered” from fellow Japan taxpayers by Dietmembers and bureaucrats

We are witnessing the logical extension of generations of Wajin not seeing “foreigners” as part of Japan, i.e., where minorities are apparently nonexistent in Postwar Japan’s “monocultural, monoethnic homogeneous society” narrative. It thus follows that Non-Japanese regardless of residency status in Japan are perpetually classified and treated as “guests”, subject to the whims of the Wajin majority to grant them any human rights, legal status, or access to public services.  Book “Embedded Racism” has taken up this issue in great detail.

Now in this time of pandemic crisis, we’re seeing people revert to type and say that “foreigners don’t deserve the same government support as Japanese”, even though NJ Residents are paying taxes and living in Japan like any other people. The most recent manifestation has been self-hating Upper House Dietmember Onoda Kimi, an American-Japanese (father is American) representing Okayama (this place seems to spawn racists).  She argues on Twitter that NJ Residents should not be granted the same access to proposed government cash subsidies for taxpayers in financial hardship. As does fellow Lower House Dietmember Sugita Mio (who has come out as anti-LGBT in the past). And then there are the government agencies listed below who are resorting to SOP to differentiate, “other”, and subordinate NJ Residents as a matter of course.
